County Legislature approves appointments to be GOP, Democratic Elections Commissioners...
The Chautauqua County Legislature has unanimously approved a new Republican elections commissioner... and, confirmed the reappointment of the current Democratic commissioner.  The confirmation of Nacole Ellis to replace long-time GOP Commissioner Brian Abram was 10-0 with four Republicans absent... while Democrat Luz Torres was approved by the full legislature, 13-0.  Legislature Chairman Pierre Chagnon began last night's special meeting with an apology because both should have been acted on at last week's regular meeting.  Chagnon says they needed to act on the Republican nomination by their October meeting, and the Democrat by Election Day.  With today being the last day of October, he says they needed to act last night.  Chagnon says the legislature had been previously informed that both could be acted on at the November meeting.  A handful of lawmakers spoke prior to both being confirmed.  Ellicott Republican Lisa Vanstrom says Ellis has proven her worth at the board... and, Democrats said the same of Torres. She is concluding her first term... and, Minority Leader, Bob Bankowski of Dunkirk, says she's done a great job.  Both Ellis and Torres were at the meeting... and, thanked lawmakers for their full-throated support.


Man from Dunkirk arrested on drug charges following July arrest for domestic dispute...
A Dunkirk man faces a felony drug charge resulting from a previous arrest from a July domestic dispute.  Dunkirk Police were called to an address on St. Hedwigs Ave. on July 24, when 35-year-old Jetchuan Reyes allegedly prevented the victim from calling 911 and pushed the victim through a porch railing.  Officers arrested Reyes at the scene and took him to police headquarters... where they found him in possession of eight individual baggies containing a significant amount of an unknown powder substance.  The State Police Crime Lab analyzed the substance, which was found to be cocaine.  That led to a warrant for an additional charge of fifth-degree criminal possession of a controlled substance.  Reyes was taken into custody on the warrant after officers conducted a traffic stop in the 600-block of Main Street earlier this month.  He was arraigned on the additional charge and released on his own recognizance.


City Council approves $150,000 JLDC Loan to Monroe for growing contractor business...
A local contractor that does excavation and demolition work in the city has been approved for a $150,000, Jamestown Local Development Corporation loan, to buy new equipment.  The JLDC Loan to Monroe-&-More will allow Owner Dylan Monroe to purchase an excavator... and, a skid steer.  The loan was approved by the City Council this week because lawmakers have to approve any JLDC loan that's for more than $100,000.  Monroe says he's trying to expand his general contracting business... which has been entirely local.  He says they have moved into providing home improvement services, and want to move into the development sector to help "rebuild" Jamestown's housing market.  Monroe says his business is currently being run out of 15 Cross St. in Falconer... and, it's mostly a family-run operation.  He says they've been looking for a bigger location for a while.  He says he was operating out of his garage for the first couple of years they were open.  Monroe... who is a Jamestown native... says he want's to be part of the community... and, the effort to build new, and better housing for the community.  Councilman Jeff Russell... who is the panel's representative on the JLDC Board... spoke in support of Monroe and his business, prior to the vote.


Langworthy announces city of Jamestown to receive $187,000 federal EMS grant...
The city of Jamestown is receiving just over $185,000 in federal funding to increase outreach and engagement activities involving the city's fire department.  Local Congressman Nick Langworthy has announced the department has been awarded the $187,672 in funding hrough the Rural EMS Training and Equipment Assistance program.  Langworthy says it's administered by the Substance Abuse and Mental Health Services Administration -- otherwise known as SAMHSA.  The funding will be used to enhance EMS training and provide essential equipment to first responders serving the rural areas of Chautauqua and Cattaraugus Counties.  Langworthy says "our first responders in Jamestown are on the front lines of the public health challenges we face, like substance abuse disorders, often providing life-saving care.  I’ve always been a strong advocate for the men and women who serve our community, and this grant is a direct investment in their ability to do their jobs safely and effectively."  He says the grant will fund a project led by the Jamestown Fire Department to increase outreach and other activities in the city... Chautauqua County... and, Cattaraugus County.

Man from Sinclairville arrested after allegedly assaulting another person, and trying to kidnap them...        
A Sinclairville man is accused of assaulting another person in the town of Gerry... and, then stealing items from the victim before trying to kidnap them.  Sheriff's officers say they were called to the scene on Route 60 shortly before 10 p.m. Monday.  Their investigation showed that 47 year-old Robert Henry, Jr. had seriously injured the victim with a "dangerous object."  Deputies add he then stole property from the victim before trying to kidnap them.  Officers say they found Henry a short time later... and, he was arrested for first-degree robbery and assault... and second-degree kidnapping.  He was later arraigned... and, held on $100,000 cash bail.


City Council approves reallocation of ARPA money, and support for joint athletic facilities project for JCC and YMCA...
The Jamestown City Council has approved two resolutions that support a joint, $43-million project to add to... and, improve athletic facilities at Jamestown Community College that'll be shared with the Jamestown-Area YMCA.  The college and the "Y" are proposing an expanded Physical Education Complex... and, fields on the JCC campus.  City lawmakers voted 6-0 on both resolutions... with both Council President Dolce, and Councilman Russ Bonfiglio recusing themselves because they sit on the "Y's board of directors.  Dolce says because it's a new project, they have to reallocate the $200,000 of American Rescue Plan Act funding for the "Y."  He says the previous resolution was for the YMCA's initial project to locate a new facility on Harrison Street.  Dolce adds that the second resolution is just something that will be part of JCC and the YMCA's portfolio of supporting documents for both SUNY budgeting, and grants.  He says the joint project will include adding onto the JCC Physical Education Complex... and, neighboring athletic fields.  Dolce has emphasized that Diethrick Park is not part of this proposal. 


County Legislature to hold special meeting to act on Election's Commissioners Wed. night...
The Chautauqua County Legislature has some unfinished business to take care of during a special meeting called for tonight in Mayville.  Lawmakers were recently notified that the current terms of the county's two elections commissioners were up... and, the two parties candidates need to be confirmed.  The Republican Caucus has appointed Nacole Ellis to replace long-time Commissioner Brian Abram... who's decided not to seek another term.  They will also voted on confirming the reappointment of Democratic Commissioner Luz Torres.  Those are the only two items on the agenda.  The special meeting will begin at 6:30 p.m. in Legislature Chambers in Mayville.


Wendel "proud" of 2025 budget approved by legislature... 
Chautauqua County Executive P.J. Wendel says he's proud of the 2025 county budget that was approved by the county legislature last week.  Lawmakers in Mayville made few changes to the $301.9-million spending plan... which includes a tax rate decrease of 21 cents per $1,000.  According to Wendel, that fact is due to the work put in by the county's department heads and his finance team... he says the all "combed" through the budget to make sure they eliminated an unnecessary monies that may be there.  However, Wendel did express disappointment that the budget was approved in a party-line vote after a proposed amendment by Dunkirk Democrat Robert Bankoski to use $2-million in undesignated fund balance to help financially struggling municipalities did not pass.  The Lakewood Republican says there were no specific numbers provided regarding how much of a tax break they could pass on.  As of Monday... the budget has not been signed, but Wendel says he intends to sign it.


Blackstone Advan. Technologies partnering with "Dream It -- Do It" program to bring talent to local manufacturing...
A local manufacturer is partnering with the Dream It -- Do It Western New York program to support efforts to build a talent pipeline into manufacturing careers.  In a press release... officials at Blackstone Advanced Technologies officially endorsed the "Dream It Do It" Advanced Manufacturing Program's certification.  Heather Turner, the owner and president of Blackstone and Ulrich Fabrication, says the certification is a regionally recognized manufacturers credential that has been designed by the Manufacturers Association of the Southern Tier, in collaboration with students, teachers, counselors, principals and funders.  Turner says -- "we have worked with Dream It Do It to engage with students through tours of our facility and by participating in camps and events.  The Dream It Do It Advanced Manufacturing Program Certification is a valuable resource in that it helps students showcase their talents and interests while enabling our company to connect and recruit them into career opportunities that we offer.  We see the program as an essential part of our strategy to build a talent pipeline to careers here at Blackstone Advanced Technologies.”  To learn more about DIDIWNY go on-line to didiwny.com or contact Cindy Aronson at caronson@didiwny.com.

Jamestown City Council approves local law to override state's property tax cap in 2025 budget...
City lawmakers in Jamestown have approved a local law allowing them to exceed New York state's 2% property tax cap in next year's budget.  The measure was approved, 8-0 with Councilwoman Regina Brackman absent.  At-Large Councilman Jeff Russell gave a "very reluctant" yes vote on the measure.  However... Council President Tony Dolce says cutting the mayor's 7.8% tax increase will be difficult -- at best.  He adds they have to be prepared because it's not likely they'll be able to get the increase below 2%.  Dolce says the council needed to approve the measure because they would not be able to vote on it the same night they vote on the $43.3-million spending plan.  As for the budget... he says they reviewed three more departments before last night's voting session... the Dept. of Public Works, the Parks and Recreation Department, and Corporation Counsel.  They'll wrap up the reviews next Monday night.  The 2025 budget proposal... if left unchanged... would increase the tax rate by $1.82 cents per $1,000.

Early voting continues in Chautauqua County through next Sunday...
New records have been set in early voting across the country... and, that was also the case here in Chautauqua County his past weekend.  Those numbers are also expected to climb as voting continues through next Sunday.  That from County Elections Commissioners Brian Abram and Luz Torres.  Abram says those numbers about doubled what was seen in the last Presidential Election in 2020.  Abram says there were 2,610 voters who cast ballots at their four polling sites on the first day of early voting last Saturday.  That nearly doubled the 1,372 cast the first day of early voting in the last Presidential Election in 2020.  Abram says 4,551 people cast ballots on both Saturday and Sunday at their four early voting locations.  Voting continues today (10/29) from Noon to 8 p.m., and, wraps up next Saturday and Sunday.  You can cast your early ballot at either of the four locations... the County Fairgrounds in Dunkirk... the Chautauqua Mall... the Robert H. Gowanda man arreested for violating order of protection, and barricading himself inside Dunkirk residence...
A man from Gowanda who barricaded himself inside an apartment in the city of Dunkirk last Saturday has been arrested on numerous charges.  Dunkirk Police were called to a domestic dispute in the 700-block of Main Street shortly after 7 p.m., and, made contact with a female victim who was able to escape from the residence and have a neighbor call 911.  The victim told officers that 36-year-old Edwin Chmielewski III had unlawfully entered her apartment and tried to choke her.  Officers say Chmielewski, who has an order of protection to stay away from the victim and home, would not allow the woman to leave, and prevented her from calling 911.  Police tried to contact Chmielewski, who also had several outstanding warrants for his arrest... but, he barricaded himself inside and refused to leave.  Officers eventually forced their way in... and, he was found hiding underneath a mattress in a bedroom.  Chmielewski was taken into custody on charges including: second-degree burglary,  first-degree criminal contempt,  and, second-degree unlawful imprisonment.  Chmielewski was also arrested on the outstanding warrants... and, jailed on $50,000 cash bail.


City woman arrested after being found driving drunk for third-time this year...
A Jamestown woman faces several charges after she was allegedly found to be driving drunk for the third-time in the past year.  Jamestown police say they stopped 33 year-old Krista Jones on Forest Avenue shortly after 2 a.m. Monday after spotting a suspended registration.  Officers say Jones failed field sobriety testing and was taken into custody for DWI.  A further check found that her operating privileges had been revoked in New York after refusing to submit to a chemical test during a previous DWI investigation.  She's charged with DWI... operating a motor vehicle with a suspended registration... first-degree aggravated unlicensed operation... unsafe tires... and having an uninspected motor vehicle.  She was jailed pending arraignment.

Fire destroys Falconer garage... and, damages multiple other buildings...
A garage was destroyed... and, several nearby structures were damaged in an overnight fire in the village of Falconer.  Chautauqua County Fire Dispatchers say Falconer firefighers were called to the scene at 125 Dow St. shortly after 2 a.m.  The Falconer Fire Department Facebook page say the fire started in the two-car detached garage on Dow Street... and, quicky spread to two other adjacent garages.  They add a total of five garages, four houses, and three cars were damaged.  The county's Fire Investigation Team was later called in... and determined a faulty electrical outlet triggered the flames.  No injuries were reported.


Fire damages Dunkirk home...
An exposed electrical wire is being blamed for starting a fire that damaged a home on 153 King St. in the city of Dunkirk last Friday afternoon.  Dunkirk firefighters were called to the scene shortly after 4 p.m., and, once the fire was out, county Fire Investigation Team was called in to determine the origin and cause of the blaze.  They determined the exposed wire on the first-floor triggered the flames.  No injuries were reported.

Family Court Judge candidates tout their credentials with Election Day drawing near...
A Falconer native with more than three decades of practicing law in Chautauqua County says that experience puts her in a great position to be a Family Court judge.  Sally Jaroszynski is one of the two candidates running for the position that will be vacated by the retiring Jeffrey Piazza.  Jaroszynski says while people like to vote along party lines, she says putting politics aside will help do better for families because she says Family Court Judge is "very, very different" to do "better for our families."  Jaroszynski, a registered Republican, has been endorsed by county Democrats and is running on the Working Families party line in the November election.  She is running against GOP-endorsed candidate Peter Johnson.  For his part... Johnson says his firsthand experience working as an attorney under Piazza over the past decade has positioned him very well to fill his boss' seat.  Johnson, who is also running on the Conservative Party line, says he and Piazza have had a very good relationship when it comes to decision-making in Family Court cases, using common sense, and facts.  Johnson says one of the many concerns he has heard from people he has talked to deals with scheduling court cases.  He says making schedules clear is important in order to avoid conflicts within Family Court.  


City man pleads guilty to federal drug charge...
A Jamestown man accused of trafficking methamphetamine in the city last year has now pleaded guilty to a federal charge in the case.  U.S. Attorney Trini Ross has announced that 43 year-old Willie Graham entered the plea in U.S. District Court to possession with intent to distribute methamphetamine.  Ross says the charge carries a mandatory minimum of five years in prison, a maximum of 40, and a fine of $5-million.  Prosecutors say that... in September of 2023... Graham was a passenger in a car that was stopped by city police.  Officers located numerous items of drug paraphernalia... as well as a quantity of fentanyl in Graham’s possession.  This past March... they say Graham was a passenger in another car that fled from police trying to conduct a traffic stop.  They add a search of the vehicle resulted in the recovery of 11.6 grams of meth... drug paraphernalia... and, $1,134 in cash.  He's to be sentenced next February.


Homeless man arrested for stealing copper from downtown business...
A homeless man is accused of stealing a large section of copper piping and tools to cut piping from a business in downtown Jamestown Sunday morning.  City police say a patrol in the area of West Fourth St. -- near Mechanics Alley -- spotted 30 year-old Cody Reichenbach carrying the pipe and tools shortly before 9 a.m.  Further investigation found that Reichenbach had taken the copper from the business.  He was taken into custody without incident... and, taken to the city jail pending arraignment on charges of third-degree criminal mischief... fifth-degree criminal possession of stolen property... and possession of burglar's tools.

One person seriously injured in stabbing incident at Chautauqua Mall restaurant...
One person suffered serious injuries in an alleged stabbing incident early last evening at the Chautauqua Mall in Lakewood... and, a Jamestown teen is under arrest.  In a Facebook release... Lakewood-Busti Police and local fire rescue crews were called to the mall for a stabbing victim inside a mall restaurant.  Officers say the victim was taken to UPMC Hamot Medical Center in Erie, Pa. for treatement of a serious laceration.  The victim is expected to recover.  Police arrested 19 year-old Kadan Hollingsworth a short distance away.  They say witnesses identified Hollingsworth as the assailant... and, he ws arrested for first-degree assault... fourth-degree criminal possession of a weapon... and, endangering the welfare of a child because the incident occured in close proximity to a 5 month old infant.  Jamestown, and Ellicott Police and the Sheriff's Office assisted with the investigation.


Two arrested in Fredonia for alleged gun incident in Wal-Mart Parking Lot...
Two Dunkirk residents have been jailed on weapon charges after one of them allegedly threatened someone with a gun last Tuesday night.  Fredonia Police received a 911 call about a heated argument between two men at the Fredonia Wal-Mart at about 10:15 p.m.  Moments later, a second 911 call was received, saying that one of the men was displaying a pistol and pursuing the other in his vehicle.  Police Chief David Price says officers located the suspect vehicle on Bennett Road.  A traffic stop was conducted with help of Dunkirk Police, and the two occupants -- 41-year-old Juan Cruz-Corraliza and 41-year-old Viviana DeJesus-Ramos -- were allegedly found in possession of a loaded firearm.  Cruz-Corraliza was charged with second and third-degree criminal possession of a weapon, two counts of fourth-degree criminal possession of a weapon, second-degree criminal use of a weapon and second-degree menacing.  DeJesus-Ramos faces one count of third-degree criminal possession of a weapon and two counts of fourth-degree criminal possession of a weapon.  Both were taken to the county jail on $50,000 cash bail... $100,000 property 


One person treated for smoke inhalation, and two kittens perish in Crescent St. fire in Jamestown...
A late afternoon house fire in Jamestown has extensively damaged the home's interior... and, it sent one person to the hospital.  City firefighters were called to the scene at 539 Crescent St. just after 4:30 p.m., and, began battling the stubborn blaze.  Battalion Fire Chief Keith Olson says the fire appeared to start on the second-floor of the two-and-a-half story house... and, says they found fire coming out a second-floor front window.  He says all residents got out of the home... but, he did confirm that one person had to be taken to UPMC Chautauqua Hospital for treatment of smoke inhalation.  He says the fire wasn't under control until shortly before 7 p.m. due to the house having a metal roof, and multiple layers of shingles underneath it.  Olson says there was a lot of interior damage to the home... with most fire and heat damage to the second-floor.  There was water damage to the first-floor.  Olson says fire investigators were called to look for the cause.  An off-duty shift was called in to assist.


County Legislature approves resolution calling on Gov. to delay implementation of new Wetland Regulations that would affect Chautauqua Lake...
County lawmakers in Mayville have approved a resolution urging Gov. Kathy Hochul to delay the implementation of new wetlands regulations on Chautauqua Lake.  Those regulations are to take effect next Jan. 1, and, the legislature adopted the measure, 13-to-6.  Jamestown Democrat Tom Nelson says he watched a video of state Department of Environmental Conservation officials answering some pointed questions from County Executive P.J. Wendel about their impact on the lake.  Nelson says they said any ordinary maintenance or repair of existing development are exempt from the regulations... along with areas in the immediate area of a designated wetland area.  He says that includes any structures, or maintenance within 100-feet of a wetland.  However... Ellicott Republican Lisa Vanstrom argued the DEC has a tendancy to overreach... and, fellow Republican Marty Proctor... whose district includes Findley Lake... they simply want a delay to get answers to some critical questions. 


Village of Celoron cuts ribbon on new playground...
Another piece of the village of Celoron's Local Waterfront Revitalization Plan is now in place.  The ribbon was cut yesterday afternoon on the new, state-of-the-art playground at Lucille Ball Memorial Park... capping what Mayor Scot Schrecengost calls an "incredible project."  Schrecengost calls it one of the last remaining projects in the park... which has also seen a new basketball court put in... along with new handicapped bathroom facilities and renovated park pavillion and bandshell.  He adds the playground has been very busy in the short time it's been open... and, he thanked everyone involved in the 7 to 8 year effort.  One of the major players involved was the Western New York and Finger Lake's Regional Development Company.  Regional Grants Administrator Kate Badgley says they provided a signifcant amount of funding... a $165,000 grant.  Officials with the Chautauqua Region Community Foundation... and, the Ralph C. Sheldon Foundation were also on hand... and, thanked for their support of the project.

Kayaker rescued after 6-foot waves overturn the vessel...           
One person had to be rescued in Barcelona Harbor after their kayak was knocked over by a six-foot wave about mid-afternoon Wednesday... about 400-yards offshore on Lake Erie.  The Chautauqua County Sheriff's Office received the report about 3:30 p.m. that the kayaker had been thrown into the water.  He was in distress... and, was holding onto his kayak in the rough water.  The county's Water Emergency Team was called in... and they and deputies... Westfield Police and EMS crews were able to reach the man... and, safely bring him to shore.  The unidentified man was checked over on shore... and released.  The U.S. Coast Guard also assisted.  Officers say the waves on Lake Erie were intensified by strong winds associated with a cold front moving through the region.


County Legislature approves 2025 budget, including just over 21-cent per $1,000 tax rate cut... 
The Chautauqua County Legislature has approved a 2025 budget that cuts the full value tax rate by just over 21-cents per $1,000.  Lawmakers in Mayville approved the nearly $302-million spending plan at last night's meeting -- along party lines -- 14-5.  The vote came after Dunkirk Democrat Robert Bankowski proposed using $2-million more in undesignated fund balance to provide a cut in the tax levy... which is increasing by more than $1.7-million in the final budget.  Bankowski pointed out that... over the past year... the county's fund balance has grown by about $3-million, so that shouldn't have an adverse impact on the county's financial position.  Bankowski felt it was important to provide more tax relief for communities -- like Dunkirk and Jamestown -- which are looking at significant tax hikes.  However... the amendment failed in a 6-13 vote.  There was some debate over whether the legislature was following it's own rules in how a budget is crafted.  However... the newest member of the legislature... Jamestown Republican Tamara Dickey... praised the process... noting that she works on the financial end of the health care industry, and this is what they expect.  Legislature Majority Leader Bob Scudder praised the work of the county's Finance Team... legislators and County Executive P.J. Wendel for a "seamless" budget process.  Wendel says the 2025 spending plan does use a significant amount of fund balance to bring down the tax rate... which will be about $6.70 per $1,000 full value.  No one spoke during an earlier public hearing on the $301.9-million spending plan. 


Early voting for November Election starts this Saturday in Chautauqua County...
Early voting has already seen a lot of interest nationwide... and, it begins in Chautauqua County this coming Saturday at four locations... and one is new.  Democratic Elections Commissioner Luz Torres says... because of the expected volume of voters this year... they have moved the usual Board of Elections location to another one in Mayville.  Torres says that will be the Carlson Community Center... which will be the location in Mayville because there's more space for what's expected to be a heavy turn-out.  That will replace the Board of Elections office this year.  Republican Elections Commissioner Brian Abram says... while they still have a polling site at the Chautauqua Mall in Lakewood... they have moved that to the former Rue 21 store -- near the JC Penny store.  They add that early voting runs for 9 days... ending on Sunday, Nov. 3.  Election Day is Tuesday, Nov. 5 from 6 a.m. to 9 p.m.  For more information... go on-line to VoteChautauqua.com.


Traffic stop leads to arrest of Webster man in Dunkirk on several drug related charges...
A recent traffic stop in the city of Dunkirk led to the arrest of a Monroe County man on several drug-related charges.  Dunkirk Police pulled over a vehicle driven by 22-year-old Mikal McFadden of Webster in the area of West 2nd Street and Woodrow Avenue for several violations back on September 29th.  Further investigation led to the discovery and seizure of 17.2 grams of suspected methamphetamine... 9.74 grams of suspected cocaine... 5.48 grams of suspected fentanyl... 20 suboxone strips, and numerous scales and glassine baggies and envelopes.  Officers also found a substantial amount of cash.  They say the items were packaged in a manner consistent with street-level narcotics sales.  McFadden was arraigned on charges of third, fourth, fifth and seventh-degree criminal possession of a controlled substance... two counts of second-degree criminally using drug paraphernalia, and several vehicle and traffic violations.  He was later released on his own recognizance.


Dunkirk man arrested on robbery and harassment charges...
A Dunkirk man has been charged with third-degree robbery and second-degree harassment after an investigation into a report of a shoplifter actively fighting with staff at a city business last Sunday.  Dunkirk Police were called to the Save-a-Lot on East 4th Street at about 5 p.m., and on arrival, a man later identified as 48-year-old James Tilley III had fled the scene on foot.  Officers located Tilley a short distance away and took him into custody, and they determined that he had allegedly tried to steal merchandise from the store.  When confronted by staff, Tilley allegedly began physically fighting them, ultimately taking the merchandise by force, causing minor injuries to staff.  Tilley was arraigned on the charges and later released on his own recognizance.


 

WJTN New Headlines for Wed., Oct. 23, 2024

Nearly $302-million County Budget up for a vote tonight in Mayville... 
Chautauqua County Executive P.J. Wendel's amended 2025 county budget is on the agenda for tonight's county legislature meeting... and indications are that the $301.9-million spending plan will pass.  Silver Creek Republican Tom Harmon says he doesn't expect that any huge issues will be brought up when it comes time to discuss the budget, which has few changes from Wendel's original proposal.  Harmon says some additional reductions were found during committee discussions that will slightly lower the tax rate further.  Legislature Minority Leader Robert Bankoski says he is "not knocking" Wendel's proposed budget, but he does plan to ask to lower the county's unassigned fund balance by $2 million.  The Dunkirk Democrat says that would provide tax relief to municipalities that are looking at significant tax hikes... like Dunkirk and Jamestown.  The amended budget includes a property tax rate of $6.70 per $1,000, which is 21 cents lower from this year.


City man under federal Sex Trafficking indictment...
A Jamestown man has been indicted by a federal grand jury to conspiring to kidnap two people... and, use force and coercion to get them involved in sex trafficking.  U.S. Attorney Trini Ross says the incidments were handed up Tuesday for 29 year-old Duane Lowery -- also known as "Chi Chi" -- for conspiracy to commit sex trafficking by force and coercion, sex trafficking by force and coercion, kidnapping, narcotics conspiracy, possession with intent to distribute fentanyl, and using and maintaining a drug-involved premises.  Prosecutors say the indictment states that between October and December of 2022... Lowery conspired with others to coerce individuals to engage in commercial sex acts.  Specifically... he's accused of forcing a person to engage in a commercial sex act.  In addition, between October and November 2023, Lowery kidnapped two individuals.  Ross says the indictment also accuses Lowery of conspiring with others to sell and selling fentanyl, using a West Cowden Place home in Jamestown for his drug trafficking activities.  He faces a minimum penalty of 15 years to life in federal prison, if convicted.


Borrello hosts Town Hall meeting in Fredonia Tuesday...
A large number of constituents were on hand for the latest town hall meeting hosted by the region's New York State Senator... this one in his hometown of Fredonia last night.  Sunset Bay Republican George Borrello spent just over an hour discussing issues, and listening to concerns from local residents about matters Albany.  However... Borrello says one of the best parts of the town halls is hearing their concerns, and helping them get through the red tape in Albany.  He says constituent cases make up a lot of what they work on in the district's local office, and follow-ups are necessary.  While discussing partisan issues in Albany... Borrello talked about working with Democratic Assemblywoman Catalina Cruz of Queens to develop the "Nourish New York" program.  Even if you weren't able to be at last night's town hall... he say his office is ready to provide constituent service with state issues, and adds they have great allies in State Assemblyman Andy Goodell, and Congressman Nick Langworthy's offices.  Borrello made his comments for next weekend's "Community Spotlight" program on the six Media One Radio Group stations.


Jaroszynski charged with two Election Law violations, and she responds, saying the petitions in question were certified by county BOE...
One of the two candidates running for Chautauqua County Family Court Judge has been charged with violating election law regarding petitions.  Sheriff's officers say 57 year-old Sally Jaroszynski of Ellicott was officially charged on Oct. 8th after a complaint was received by the department's Criminal Investigation Division.  Jaroszynski was charged with two counts of Misconduct in Relation to Petitions... a violation of state Election Law.  She was issued appearance tickets and will answer the charges at a later time.

In response... Jaroszynski said in a Facebook post -- "I have been made aware that I have been served with an appearance ticket from the Chautauqua County Sheriff’s office regarding allegations of violating a section of state Election Law.  I have NOT been made aware of the specific allegations as my counsel and I have been denied our requests for any copies of the allegations, supporting statements or copy of the alleged complaint received on October 8th.  I do know that the allegations involve two alleged Notary Public violations on Conservative Party nominating petitions that were filed in April 2024... and, were certified by the Chautauqua County Board of Elections also in April 2024.  The statutory time to oppose or challenge my petitions has long passed.  The timing of this appearance ticket is highly suspicious and I would pray that the public ask the right questions."  She added she's staying in the race.


City woman arrested on warrant, drug possession charges...
A Jamestown woman has been arrested on a warrant... and, for being found in possession of two different kinds of illegal drugs on the city's eastside.  Jamestown police say officers were called to the area of East Sixth and Pine Streets shortly before 3 a.m. today, and, located Teresa Rooney.  Police took her into custody without incident.  In addition... officers found her in possesion of a quantity of methamphetamines... and pills which a both controlled substances.  Rooney was jailed pending arraignment on the warrant... and, two counts of seventh-degree criminal possession of a controlled substance.

City Council hears from several department heads as 2025 budget deliberations begin...
The Jamestown City Council reviewed spending in several departments last night as deliberations over the 2025 city budget are underway.  City lawmakers are trying to find ways to at least reduce a projected 7.8% property tax increase.  However... they found very little to cut in the two largest departments.  Deputy Fire Chief Matt Coon says they'll have 68 firefighters in 2025.  However... while that should eliminate IMPACT payments by the city... Coon says the contract with the city firefighter's union expires at the end of the year... which means no wage increases outside of bonus, or step increases.  He says there will be 12 additional firefighters next year... the cost of which will be covered by grants.  City Police Chief Tim Jackson also noted that the contract with rank-and-file officers also expires at the end of 2024.  Council members expressed outrage that the city didn't realize just over $1-million in savings by having retirees go onto a Medicare Advantage Plan.  In addition to the police and fire budgets... the council also reviewed the City Comptroller... Assessor... City Clerk/Treasurer... Information Services... and, Mayor's budgets last night.


Council to vote next week on overriding state's 2% property tax cap...
The city council will vote next week on whether to exceed the state's 2% property tax cap for the 2025 budget.  Lawmakers on two committees last night approved the measure.  Finance Committee Chairman Brent Sheldon noted three years... 2014 through 2016... where they voted to exceed the cap.  However... they wound up not having to exceed it in 2014... when the tax levy increased by 1.8%.  Council President Tony Dolce emphasized that by approving the local law... that doesn't mean the city will exceed the tax cap.  Council is expected to vote on the measure next Monday night, and will also need a "message of necessity" from Mayor Kim Ecklund for the local law.


Matar denied change of venue request...
The New Jersey man accused of attacking and stabbing famed author Salman Rushdie at Chautauqua Institution in August of 2022 will be tried in Chautauqua County.  That after the Fourth Judicial Department of the state Court of Appeals denied Hadi Matar's motion for a change of venue in the case.  The ruling... which was handed down late last week... says "we conclude that the defendant has not met his burden of demonstrating that there is "reasonable cause to believe that a fair and impartial trial cannot be had" in Chautauqua County.  Jury selection was set to begin in the case last week... but, was postponed due to the motion filed by Matar's attorney, Public Defender Ned Barone.  The 26 year-old Matar is accused of jumped onto the Chautauqua Amphitheater stage... and, attacking Rushdie as he was get set to deliver a morning lecture.  Rushdie suffered permanent injuries in the attack... and, lost an eye because of it.


Jamestown man arrested for resisting arrest following fight...
A city teen has been arrested for resisting arrest after Jamestown police were called to a southside address to investigate an alleged fight.  City police were called to the unidentified scene just after 1 a.m. Sunday... and, when they arrived... made contact with the alleged suspect -- 19 year-old Tysean Mays.  Officers say during the investigation... Mays tried to flee on foot... but, he was caught after a brief foot pursuit... and, arrested.  Mays was taken to the city jail on the resisting arrest charge... and, was released with an appearance ticket.


Resa Rosen from TRC receives State Justice Center's "Code of Conduct" award...
 long-time employee of The Resource Center has received the New York State Justice Center's "Code of Conduct" award for protecting people with special needs.  TRC officials say Resa Rosen-Murray recently received the award during a ceremony at the center's Senior Adult Day Habilitation Program on Harris Avenue in Jamestown.  The Justice Center says those receiving the award "embody the Justice Center’s founding principles and ethical standards outlined in the Code of Conduct for Custodians of People with Special Needs.  Award recipients have upheld their commitment to helping help people “live self-directed meaningful lives in their communities, free from abuse and neglect, and protected from harm.”  Resa Rosen-Murray is a 44 year employee of The Resource Center... and supports people with intellectual and developmental disabilities in TRC’s homes and day programs.  Half of her career has been spent at TRC’s Senior Adult Day Habilitation Program in Jamestown, where she is a Direct Support Professional Lead.  Rosen-Murray is a strong advocate for the people she supports and will continue to push until a person’s needs are met.  She is the eldest daugher of former WJTN General Manager, the late Merrill Rosen.


Lifetree Cafe to host relationship experts...
The Lifetree Cafe in Falconer will be hosting a program designed to help make marriages and other relationships better Wednesday night.  The program, entitled "Conquering Conflict: Healthy Ways to Tackle Disagreements" will feature a film interview with Doctors Les and Leslie Parrott, whose work has been featured on CNN... and, Good Morning America.  Les Parrott says it's about "how we fight... not whether we fight."  They say those taking part will gain practical insights and skills into fighting fair.  The program begins at 5:30 p.m., and, admission is free.  Questions about Lifetree Cafe, located at 201 North Work St. can be directed to Pastor Mike Childs at 665-2008.

Harbor Hotel in Celoron evacuated for about three hours due to fumes from accidental mixing of bleach with acid in small laundry room...
Some kind of acid that was accidently mixed with bleach led to the evacuation of the Celoron Harbor Hotel this morning.  Second Assistant Celoron Fire Chief Tim Nelson says the call came in just after 8:30 a.m., after an employee inhaled some of the fumes in a small laundry room... and, had to be taken to UPMC Chautauqua Hospital.  Nelson says he developed breathing problems, and was taken for treatment.  He says they determined what the cause was, and checked everyone else inside the building for it.  He says it's unclear how many other employees or hotel patrons were affected by the fumes.  However... he says no one else had to go to the hospital.  Nelson says the Chautauqua County HazMat Team was called in... along with fire rescue personnel from Lakewood and Busti.  Fire personnel were going through the building late this morning to ventilate rooms, and hallways to make sure the fumes were gone.  Workers and patrons were allowed back in the building around Noon.

City man faces drug possession charges following traffic stop...
A Jamestown man has been arrested on multiple drug possession charges following a traffic stop late last Friday in the area of Clinton and West Sith Streets.  City police say they stopped the vehicle... driven by 32 year-old Jonah Warner... about 5:30 p.m. for observed traffic infractions.  Officers conducted a search of the vehicle due to observing drug paraphernalia in plain view. During
the search... police say they found the corners of plastic bags containing a white powdered substance inside... and, found Warner in possession of fentanyl and a quantity of crack-cocaine.  He was taken into custody without incident on charges of fourth and seventh-degree criminal possession of a controlled substance... and, jailed pending arraignment.


House fire in Gerry ruled accident, cause is electrical wiring issue...
An electrical wiring issue is being blamed for a mid-afternoon fire Saturday led to multiple fire companies being called to a town of Gerry home.  Chautauqua County fire dispatchers say Gerry fire crews were initially called to the scene at 2016 Old Chautauqua Rd. just before 3:30 p.m.  The county's Fire Investigation Team was called in about 5 p.m., and, determined the cause was the wiring issue in the ceiling of the structure.  No injuries were reported.


Dunkirk Common Council votes to suspend operations of city IDA...
The city of Dunkirk will be discontinuing it's Industrial Development Agency.  Common Council members... this past week... approved a resolution authorizing Mayor Kate Wdowiasz to suspend and discontinue the Dunkirk IDA.  City Planning and Development Director Vince DeJoy, who spoke about the measure during last week's council meeting, says his department does not have the personnel or time to effectively operate one... he says it's something they just "don't have the capacity to do."  DeJoy... who is also former City Development Director in Jamestown... added that the north county city has been working successfully with the Chautauqua County IDA on bigger projects.  He says they've been "fantastic partners" in working on those projects.  The resolution states that the Dunkirk IDA's functions are redundant to those of the city Department of the Development and the Chautauqua County IDA.  The city will notify the New York State Authorities Budget Office of the decision.


HUD announces $5.7-million coming to Chautauqua County to help remove lead hazards in local homes...
Chautauqua County is receiving just over $5.7-million in federal funding to remove lead hazards in local homes... and further efforts to prevent lead poisoning.  The U.S. Department of Housing and Urban Development late last week announced more than 36-million dollars would be going to New York homes to remove lead in local homes... and, HUD-assisted properties.  HUD is distributing more than $420-million nationwide for the effort to ensure the safety of children, residents and families.  Acting HUD Secretary Adrianne Todman says "addressing lead poisoning is a top priority at HUD.  HUD has partnered with communities across the country to reduce lead exposure, particularly for children.  The awards announced will help with HUD’s continued commitment to create housing that is safe.”  For descriptions of the local HUD projects... go on-line to the U.S. Housing and Urban Development agency website.

Dunkirk man struck and killed early Friday morning by tractor-trailer in Westfield...
A Dunkirk man was struck and killed early this morning by a tractor-trailer in a fatal motor vehicle pedestrian accident in the town of Westfield.  Sheriff's officers were called to the scene on Route 394 just before 1:30 a.m., and, their investigation determined that 37 year-old Andrew Seelbinder was struck by the northbound big-rig... and, was pronounced dead at the scene.  Deputies say no charges are expected to be filed.  Sheriff's officers were assisted on scene by the Westfield, and Jamestown police... New York State Police... fire rescuers and the Chautauqua County Coroners Office.

Jusino pinned his head on the vehicle... to prevent officers from taking the mask off.  He was later found with a small quantity of methamphetamine in his possession.  Jusino is charged with seventh-degree criminal possession of a controlled substance... and second-degree obstruction.  Penhollow was arrested on her warrant... along with third-degree aggravated unlicensed operation... and, traffic citations.


Jamestown food truck operator to leave with food, and supplies for hurricane victims in western North Carolina...
The owner-operator of a food truck in Jamestown is gathering food and supplies to take to western North Carolina to help with hurricane relief.  Jason Skinner will be taking his "Pearl City Munchies" truck to the Asheville and Chimney Rock areas of North Carolina... which were hard hit by Hurricane Helene.  Skinner... who also operated "Skinner's Kitchen" for a time in downtown Jamestown... says their efforts have been well-received locally to help those people.  He says people have donated clothing, food, cosmetics, and diapers, among others.  Skinner says they're accepting donations up until they leave this coming Saturday morning.  He says relief efforts in North Carolina have focused on items including food... blankets... coats and shoes.  Skinner says a number of businesses... including Bimbo Bread... and, Naco trucking have contributed to the effort... with Naco providing a truck to take down.  If you would like to help out... he says there are various ways to contact him... including on-line.  He says you can go to his Jason Skinner... or Pearl City Munchies on Facebook.  Robo Enterprises is also helping Skinner pay for gas to and from North Carolina.  He can also be reached by calling 294-4274.


County airports to be collection points for hurricane relief in Florida and North Carolina...
Chautauqua County’s airports are also at the forefront of efforts to help deliver critical supplies and monetary donations to North Carolina and Florida in the wake of Hurricanes Helene and Milton.  County officials are asking residents to contribute urgently needed donations, which will be delivered to the hardest-hit areas by local pilots, aviation partners, and volunteers.  County Executive P.J. Wendel says he's been monitoring the impact on smaller counties in North Carolina and Florida.  In response to the widespread devastation, he has initiated relief efforts from the county.  Wendel has recommended that the county's Manager of Airports... Shannon Fischer... collaborate with aviation partners to deliver essential supplies and financial donations.  He says these contributions are helping to cover fuel costs for volunteer aircraft flying into hard-hit airports.  The county has set up donation centers at the Jamestown and Dunkirk Airports... and, a list of urgently needed items can be found on line... or call Airport Manager Shannon Fischer at 661-8930 for more information.


Dunkirk Common Council tables tax cap override measure until Finance Committee can review measure...
As Dunkirk city lawmakers continue reviewing the 2025 city budget proposed by Mayor Kate Wdowiasz, they will consider a local law that would allow them to override the state's property tax cap.  That measure was part of the Common Council's agenda on Tuesday... but, was tabled. Councilman at Large Nick Weiser says the local law would not change the tax levy, but simply allow the council to override the tax levy cap.  Weiser says council members plan to discuss the local law further during a Finance Committee meeting next Monday morning... then the full council will consider it at their next meeting in early November.  The Jamestown City Council will also consider a property tax cap override at it's voting session at the end of this month.


Motorcyclist arrested in Lakewood after kicking car at Stop Sign...
A motorcyclist in the village of Lakewood man has been arrested for drunk driving after allegedly kicking the rear of a car when he became impatient with the driver.  Lakewood-Busti Police say the bike's operator... 66 year-old Oliver Dow of Lakewood... was behind the car at a stop sign on Chautauqua Avenue late last month.  However... Dow became irritated by how long the car was stopped... and, kicked the back of the vehicle.  The car's driver then confronted Dow... and, took the keys to his motorcycle.  Dow then ran off... but, the driver of the car followed him until police arrived.  He was arrested for DWI... DWI withe a blood alcohol content of .08 or higher... and, third-degree criminal mischief.

Suspicous man arrested in Jamestown on warrants, and giving police a fake name...
A Jamestown man has been arrested following a call for a suspicious man walking behind houses on the city's eastside late yesterday morning.  Jamestown Police say a K-9 officer spotted 36 year-old William Blakey trespassing between the homes between Barrows and Allen Streets just after 11:30 a.m., and, tried to make contact with the suspect.  Officers say Blakey then fled on foot towards Allen Street.  The K-9 Officer... and, other JPD officers... were able to finally catch him on Allen Street.  Police say Blakey tried to give police a false name... but, they were able to identify him... and, found he had outstanding warrants for his arrest.  He was jailed pending arraignment on one count of second-degree criminal impersonation... and, on the outstanding warrants.

Wendel excited to see IDA receive nearly $2-million for infrastructure work on Ripley Shovel Ready site...
A project to develop a shovel-ready site in Ripley is getting another major chunk of federal funding.  Congressman Nick Langworthy has announced that the Chautauqua County Industrial Development Agency will receive a near-2 million dollar grant from the Appalachian Regional Commission for the Ripley Interstate Shovel Ready Site project.  County Executive P.J. Wendel says the grant will help bring the project one step closer to completion... and, says it's the second-time in recent weeks that the federal government has come through with funding for the project.  Wendel says an estimated $17-million has now been allocated for the project to develop the 147-acre site off Shortman Road.  He says there's also a significant amount of funding that's been allocated for the project from the county's more than $24-million in funding from the American Rescue Plan Act.  In addition to Langworthy... Wendel also thanked U.S. Senate Majority Leader Charles Schumer of New York for his help.  The executive says the project will help meet the growing demand for development-ready space from the manufacturing, transportation, and warehousing sectors, and will play a vital role in revitalizing the region's economy.  The funding comes from the ARC's POWER program... which is designed to help coal-regions get back on their feet economically.


Ecklund pleased to have new contract with Collaborative Children's Solutions in hand...
The Jamestown City Council has approved a new, three-year contract with Collaborative Children’s Solutions to organize community events for another three years.  Last month... lawmakers got details on the agreement with the not-for-profit group... known mainly for organizing the city's annual Christmas Parade in recent years.  Mayor Kim Ecklund says CCS was brought in a few years ago after downsizing at city hall left fewer people to organize such events... and, she says... as a not-for-profit... CCS can better go after sponsors and other support.  In addition to the Christmas Parade... which will be held on Sat., Dec. 7 this year... Collaborative Children's Solutions has also put on the "Turn the River Green" St. Patrick's Day celebration along the Chadakoin River.  Ecklund says CCS is currently holding an on-line contest to decide the theme for this year's Christmas Parade... and, says the Christmas Movie and Gingerbread House themes are running "neck-and-neck."  Collaborative Children's Solutions also organizes the annual Memorial Day Parade... the Gus Macker 3-on-3 basketball tournament... Labor Day celebration... and, the Winter Festival.  Mayor Ecklund made her comments for last weekend's "Community Spotlight" program on the six Media One Radio Group stations.


Panama man arrested following bizarre DWI accident in Jamestown...
A Panama man faces several charges after his truck went onto the curb on Jamestown's southside last Sunday morning... then struck a car head-on at a nearby intersection.  City police say an officer walking the beat on Newland Avenue about 6 a.m. saw the truck... driven by 26 year-old Tanner Newman... drive over the curb and onto the steps of a business.  They say Newman continued on at a high-rate of speed... and, struck the occupied car at the intersection with Myrtle Street.  Police say Newman failed field sobriety testing,... and, was taken into custody for driving while intoxicated... and, several vehicle and traffic infractions.  No one was hurt.   Newman was issued appearance tickets for Jamestown City Court.

Jury selection underway in Tucker Richard murder trial...
After two previous delays... jury selection for a town of Ellicott teenager accused of shooting and killing his stepfather is underway in Chautauqua Count Court.  Court Clerk Tracie Lorenzo says the court was still working to empanel a jury late Wednesday afternoon for the second-degree murder trial of Tucker Richard.  Richard... who was 18 at the time of the incident on January 6, 2023... allegedly got into an argument with 57 year-old Scott Blake.  An Ellicott Police detective said during a preliminary hearing that the two had "regularily argued..." and police had been called to the Willard Street Ext. home multiple times in the past.  Apparently the two had argued about Richard's messy room before a physical altercation led Richard to wrestle a gun away from Blake... and, he allegedly shot him.  Once the jury is empaneled... opening arguments will take place.


Person reportedly commits suicide after crashing car into Seneca Gaming's Oil Spring location in Allegany County...
One person reportedly shot and killed themself after crashing their car into the Seneca Gaming and Entertainment Oil Spring location in Cuba late Monday morning.  Cattaraugus County Sheriff's officers report that they... along with State Police... Seneca Nation Marshall's... and, Cuba Police were called to the scene on West Shore Road about 11:30 a.m. after a motor vehicle drove into the main entrance of the building.  Deputies say they found the lone occupant inside the vehicle -- deceased -- after suffering a self-inflicted gunshot wound.  The gaming facility was shut-down... and, all patrons and staff were safely evacutated.  Sheriff's officers say the investigation into the incident is continuing... and there is no threat to the community.


Borrello calls new gun laws signed by Hochul nothing more than "window dressing..."
State Senator George Borrello does not believe a package of six new gun laws recently signed by Governor Kathy Hochul will make New Yorkers safer... as she says they will.  During a recent interview... the Sunset Bay Republican cited the fact that the state already has the nation's strictest gun laws.  Borrello says these new laws will do more to restrict the rights of law-abiding citizens... and, they have really done nothing to help (prevent) crime, and public safety."  Borrello says the issue is not gun control, but "criminal control." He brought up the effects of the state's bail reform law that took effect in January 2020.  Borrello says often times, criminals have been released with appearance tickets and reoffend multiple times before they even have a court appearance.  Borrello says he wants Democrats in Albany to address violence committed by repeat offenders instead of passing what he calls "window-dressing" laws to combat gun violence.


Jamestown man found with Fentanyl following street check arrest... 
A city man wanted on a Jamestown City Court warrant has been arrested... and, he was found in possession of a quantity of fentanyl following his arrest.  City police say a patrol spotted 43 year-old Wade Pfleuger on the southside shortly before 6:30 p.m. last Saturday ... and, knew he was sought on the outstanding warrant.  Pfleuger was arrested without incident... was searched and found with the Fentanyl.  He was taken to the city jail pending arraignment on the warrant... and one count of seventh-degree criminal possession of a controlled substance.


Juvenile arrested for trespassing second time at Falconer High School...
A 15 year-old juvenile has been arrested for allegedly trespassing twice in recent days inside the Falconer Central High School building.  Ellicott Town Police were called to the Main Street location for the second time on a trespassing complaint on Oct. 9... after the youth had been removed from the school the first time.  Officers arrested the juvenile for third-degree criminal trespass... and, a Family Court appearance ticket was issued.


City man sought as fugitive from Warren County, Pa. arrested in Ellicott...
A Jamestown man wanted as a fugitive from justice in Warren County, Pa. has been arrested folowing a street check in the town of Ellicott.  Town Police say they performed the street check at an undisclosed location late Monday... and, took 40 year-old Aaron Albaugh into custody on the warrant.  While trying to take Albaugh into custody... police say he resisted arrest.  Officers were soon after able to take him into custody... and, he was taken to the Chautauqua County Jail pending centralized arraignment on fugitive and resisting arrest charges.  Albaugh is due to appear in the Ellicott Town Court at a later date.


Langworthy seeking seat on third House Committee if re-elected...
Chautauqua County's Congressman currently serves on two House committees... and, he's eyeing a seat on a third in the next Congress.  During the CHQ Chamber of Commerce's Congressional Luncheon in Dunkirk recently... Nick Langworthy said he is pursuing a spot on the House Energy and Commerce Committee.  The Western New York Republican says legislation governing energy use in New York State, including the Climate Act, has led him to go after that seat.  Langworthy says he's concerned about New York's electrification mandate in a couple of years... calling it "downright dangerous."  He says... while we all want a clearner environment... following the mandates out of Albany or Washington, D-C is not going to stop other countries from polluting... including China and India.  He says China is buying up as much coal as it can because they are still putting several new power plants each week.

City man arrested after using sledge hammer to damage canoe statue near Brooklyn Square...
A Jamestown man is accused of causing major damage to the bronze canoe statue in the park area in Brooklyn Square.  City police were patrolling in the area of North Main Street -- near the railroad viaduct -- about 4 a.m. Monday when they heard a loud banging noise.  When they arrived in the area of the statue... they spotted 37 year-old Tony Stebbins near the canoe.  Officers investigated... and, found that Stebbins had struck the statue with a sledge hammer... causing the damage to the legs of the artwork.  Police say the statue is valued at more than $1,500.  Stebbins was arrested for second-degree criminal mischief... and, was jailed pending arraignment.


Jamestown man arrested for stealing property, and threating to kill another person...
A city man has been arrested for allegedly stealing the belongings from another person last weekend on Jamestown's eastside... and, then threatening to kill that person.  City police say they were called to the scene about 8:15 p.m. last Saturday... and, found that 41 year-old Brandon Quattrone had stolen the items from the victim... and, damaged some of his property.  They add the victim also said Quattrone had threatened to kill him.  Officers found Quattrone nearby... and, he was arrested for fourth-degree criminal mischief... and fourth-degree Grand Larceny.  He was taken to the city jail... and, released with appearance tickets for city court.
 

Wet snow a possibilty next couple of days with colder, wet weather...
We're currently in a cool and wet weather pattern this week... and, that cool air may lead to the first snowfall of the season for portions of Chautauqua County.  National Weather Service Meteorologist Steve Welch in Buffalo says there is a chance of snow mixing in with rain, plus a changeover to all snow across the higher terrain though Tuesday night.  However, he doesn't expect anything significant as far as accumulation.  He adds it's not out of the ordinary for this time of year.... especially in the higher elevations during the evening and overnight hours.  Welch says low temperatures are expected to hit the mid 30s in the interior valleys of Chautauqua and Cattaraugus Counties through Thursday night before milder weather arrives by the end of the week.


CHQ Chamber presents annual awards to local businesses and organizations...
A number of local businesses and organizations across Chautauqua County were honored last Thursday night during CHQ Chamber's annual Awards Banquet in Fredonia.  This year's banquet featured a re-imagined list of awards that recognized organizations, compared to just individuals in previous years.  Among the award recipients was the Chautauqua County Visitors Bureau, which received the Business Champion Award for working with local businesses to promote the county as a destination for viewing the total solar eclipse. CCVB President and Chief Executive Officer Andrew Nixon says the award is a testimony to the importance of local tourism industry businesses... and, how they take the risk to bring new people to experience what the county has to offer.  The Central Station Restaurant in Dunkirk received the Hospitality Business of the Year Award.  The Producer of the Year Award went to the Ghostfish Brewing Company. Richard Smith, President of the Seattle-based company, says the local community has been very welcoming since Ghostfish established in Westfield in 2022.  Smith adds they feel "very connected" to the community.  In addition... PersNikkity Pies in Falconer was named Business of the Year... and, WJTN Radio was also recognized with the chamber's Legacy Award on our 100th year anniversary.


State of Georgia woman arrested in Chautauqua County following lengthy fraud investigation...
A woman from Georgia has been arrested for allegedly stealing a large sum of money from Chautauqua County in a major fraud case.  Sheriff's officers say 38 year-old Nikita Robinson of Augusta was found to have received the money earlier this month that had been take from the county.  Investigators say the probe lasted about a year.  With the help of the Chautauqua County Finance Department and a financial institution, a significant amount of the stolen money was able to be recovered.  Robinson was arraigned in Chautauqua County Court on one count of second-degree Grand Larceny... and, later released.  The Sheriff’s Office was assisted by the U-S Department of Homeland Security, Georgia Law Enforcement and the Chautauqua County District Attorney’s office.

Fire that damages vacant trailer home in Cherry Creek under investigation...
Flames damaged a vacant trailer home last Saturday morning on Prospect Street in Cherry Creek.  Cherry Creek fire crews were called to the scene about 6:30 a.m., and, were assisted by multiple mutual aid comnpanies.  Once the blaze was put out... the county's Fire Investigation Team was called in to determine the origin and cause of the fire.  The fire remains under investigation... but, no injuries were reported.


City woman arrested for alleged Meth possession...
A Jamestown woman has been arrested on a drug possession charge following a traffic stop on the city's southside last Friday night.  Jamestown police say a patrol conducted a traffic stop on Newland Avenue -- near South Main Street -- about 8:30 p.m. for moving violations.  Officers say they found the driver... 32 year-old Dashawna Sparks... in possession of a quantity of methamphetamine.  She was taken into custody without incident on a charge of seventh-degree criminal possession of a controlled substance.  She was jailed pending arraignment due to previous failure to appear in court charges.


Ecklund says use of fund balance in 2024 and 2025 budgets will be $3.2-million to balance out shortfalls both years...
Before even presenting a 2025 budget proposal... Jamestown Mayor Kim Ecklund had to find $2.5-million to fill the hole in the current year's spending plan.  Ecklund says that was where a significant amount of the city's undesignated fund balance went before looking to next year.  She says that's why her budget team decided on using $700,000 in fund balance to help plug the $2.5-million shortfall projected for 2025.  Ecklund says that total's about $3.2-million to be used in both 2024 and 2025.  With that... Ecklund says there will still be about 4-million dollars left in the city's rainy day fund... and, she's urging city council not to use anymore of it.  She says they have to be ready for unexpected costs... one of which they're already seeing with the project to replace the old, leaky roof on city hall.  Ecklund says the contractor has found some additional work that needs to be done... which may put the cost back over $1-million.  Ecklund made her comments for last weekend's "Community Spotlight" program on the six Media One Radio Group stations.


Four Jamestown residents arrested on drug charges following traffic stop...
Four people were arrested late last week on several drug-related charges following a traffic stop in the area of Newland and
Fairfield Avenues in Jamestown.  City police say they stopped the vehicle just before 3:30 p.m. last Thursday... and, quickly spotted drug paraphernalia in plain view inside the vehicle.  The four people inside the car were identified as 30 year-old Steven Schrecengost... 50 year-old Casey Haberberger... 33 year-old Brittany Washington... and, 46 year-old Christine Carlson.  During a further search... officers found a quantity of fentanyl, packaging materials, a digital scale and mannitol, a cutting agent used
as a dilutent for the sale of illegal drugs.  The aforementioned items were located in a bag belonging to Steven Schrecengost. The search also found that Casey and Brittany were in possession of a small quantity of fentanyl. Christine was found to be in possession of numerous Naloxone Buprenorphine sublingual films which is a controlled substance.  All subjects were taken into custody and
transported to the Jamestown City Jail. Schrecengost is charged with third-degree criminal possession of a controlled substance... and, three counts of second-degree criminally using drug paraphernalia.  The other three are charged with one count each of seventh-degree criminal Possession of a Controlled Substance.  Schrecengost was jailed pending arraignment... the rest were issued appearance tickets and released.


TRC Celebrates client-worker anniversaries...
Work anniversaries for 36 clients of The Resource Center were recognized at their headquarters in Celoron last Friday... one of which was for 30 years.  Several of the client-honorees have worked at various private employers, as well as TRC worksites.  Director of Employment and Community-based Services, Terri Johnson, says she has a lot of passion in getting the developmentally-disabled out in the community and find fullfilling employment for them.  Johnson says she's done this during her entire career and finds a lot of gratification from seeing them go out and find a job.  Johnson says they are pleased to have so many employers -- more than 100 -- who have joined with TRC to employ the developmentally-disabled.  Some of workers recognized are employed at TRC's Allied Industries... along with Applebee's restaurant... and, others.   Johnson says their clients sometimes end up in jobs that typically have high turn-over.  She adds the employers like to sometimes have people that will stay in certain positions for the long-term and are reliable.


Cummings and Damcott to receive Mason Award from United Way...
Two Chautauqua County men... one an electrician... the other a Technology teacher... have been announced as co-winners of the Joseph H. Mason Labor Award.  The United Ways of Chautauqua County will recognize Scott Cummings of Mayville... and, Daryl Damcott of Jamestown during their annual "Salute to Labor" Dinner on October 23rd at the Athenaeum Hotel at Chautauqua Institution.  This is the 43rd year of the Mason Award... which is given in memory of Joseph Mason and his service to both organized labor, and the community.  United Way Executive Director Amy Rohler says, while traditionally only one recipient is chosen each year, but, this year they selected two.  For information on the Salute to Labor dinner... call the United Way at (716) 483-1561.

Elderly Sinclairville woman identified as person killed in two-car crash in town of Ellicott...
New York State Police are continuing to investigate a two-car, fatal crash that occured on Route 394 in the town of Ellicott yesterday afternoon.  Troopers in Jamestown report they were initially called to the scene -- at the intersection with Water St. -- shortly after 3:30 p.m.  Police say their investigation showed that a sedan... driven by 41 year-old Jacqueline Visker of Kennedy... was eastbound on Route 394.  They say the other car, driven by 66 year-old Lori Maloy of Warren, Pa., was northbound on Route 394.  Troopers say Maloy stopped at a stop sign.. but, then pulled into the path of Maloy.  They say her passenger... 95 year-old Virginia Maloy... died at the scene.  Police say Visker and Lori Maloy were taken to UPMC Chautauqua Hospital for evaluation.


City man accused of choking victim during domestic dispute...
A Jamestown man is accused of choking another person during a domestic incident reported on the city's southside Thursday night.  City police were called to the unidentified location about 8 p.m. on a report of a physical domestic dispute.  When they arrived... officers investigated... and, found that 25 year-old Tarice Echevarria had choked the person... then left the house.  Echevarria was located a short distance away... and, was arrested for criminal obstruction of breathing or blood circulation.


Ground-breaking held for Phase-Two of westside Sewer District expansion project...
Ground has been broken on the second-phase of the nearly $17-million expansion of the South and Center Chautauqua Lake Sewer District.  Leaders from Chautauqua County... along with officials from the sewer district... and, the contractor joined in the ceremony late this morning in Stow.  Sewer District Executive Director Tom Walsh says the two-year project will complete the effort to bring sewer service to everyone on the lake's westside.  Walsh says the project will connect the district from Stow to Prendergast Creek at the border for the Northern Chautauqua Lake District.  He says more than 400 customers and two campgrounds will be part of the extended service.  While those people will be able to enjoy the new and more reliable service in late 2026... Sewer District Board Chairwoman Karen Rine talked about the bigger objective... that being making Chautauqua Lake cleaner, and more attractive.  The general contractor on the Phase-Two extension will be J.D. Northrup Construction.  County Executive P.J. Wendel says funding for this part of the effort will come from American Rescue Plan money... and, state and federal sources.


Pair of city residents arrested on warrants for northside robbery...
Two Jamestown residents have been arrested for allegedly being involved in a robbery this past Monday on the city's northside.  Jamestown police say they were patrolling near Fulton St. shortly after 1 a.m. Thursday... when they spotted 34 year-old Michael Green... who had active arrest warrants stemming Monday's incident.  Officers took Green into custody... and, he was also found in possession of a quantity of Fentanyl.  A short time later... police found 22 year-old Abigail Thompson outside of a northside business... who was also a suspect in Monday's robbery incident.  She was taken into custody without incident on the warrants.  Both Green and Thompson are charged with first-degree robbery... second-degree menacing... and, petty larceny.  Green is also charged with seventh-degree criminal possession of a controlled substance.  Both are jailed pending arraignment.


Fredonia Democrat makes run for Congress...            
The endorsed Democratic Party candidate for New York's 23rd Congressional District wants to use the skills he has learned from his work experience and take them to Washington, D.C.  Tom Carle is a retired plant manager of food and beverage manufacturing and a manager of human resources.  Carle, who was raised in Broome County and currently lives in Fredonia, says he has been in challenging situations throughout his career, and believes he can make a difference... given his experience in manufacturing and human resources.  Carle says the 23rd District needs more prosperity based on the economy and job growth. He says a lot of what he would focus on, if elected, would be bringing industry back to the Southern Tier.  He says he would push for high-tech jobs, such as computer chip manufacturing.  Carle also believes that the competence and motivation of many in Congress is at an all-time low, adding that his opponent, incumbent Republican Nick Langworthy, is an "unfortunate" part of what he calls a "do nothing" Congress.


Lake Property owners group to hold fifth in series of meetings on wetland regulations...
The fifth in a series of meetings about new state wetland regulations and their potential impact on Chautauqua Lake will be held tomorrow morning in Bemus Point.  The meeting... hosted by the Chautauqua Lake Property Owners Association... will begin at the Lawson Boat Center at 9:30 a.m.  The Association's Jim Wehrfritz says he and others will update attendees on the situation... especially on local elected officials support of their efforts to at least delay the new regulations taking effect.  Again... the meeting runs from 9:30 a.m. to 11 a.m. at the Lawson Boat Center tomorrow.

One person killed in two-car crash on Route 394 in town of Ellicott...
One person has been killed in a two-car accident on Route 394 at the intersection with Gerry-Levant Road in the town of Ellicott.  State Police in Jamestown says the "T-Bone" crash occured about 4:15 p.m. Thursday -- near Falconer -- with one of the vehicle rolling onto it's side.  No identities have been released... but, Troopers say a female victim died in the crash.  They add that two other people were hurt... but, appear to have non-life threatening injuries.  State Police are continuing to investigate... and, we'll have more when it becomes available.

City man sentenced to 41 months in federal prison for being a Felon in possession of a firearm... 
A Jamestown man will spend the next three-years and 5-months in federal prison for being a felon in possession of a firearm.  U.S. Attorney Trini Ross says 41 year-old Steven Glover, Sr. received the sentence Wednesday from U.S. District Court Judge John Sinatra, Jr.  Prosecutors say on the morning of Dec. 14 of 2022... a Jamestown Police officer saw Glover in a vehicle... and, knew he had a suspended license.  The officer stopped the vehicle and made contact with Glover, who immediately said he had a pipe in his possession.  Police say Glover then handed over a glass pipe that contained what appeared to be methamphetamine residue inside.  He was detained... and, a search of the vehicle recovered a digital scale with white crystal residue on it... and, a pistol.  Back in 2019... they say Glover was convicted of a felony in Chautauqua County Court and is legally prohibited from possessing a firearm.


Sheldon says Jamestown budget work will be "hard and painful..."
The chairman of the Jamestown City Council's Finance Committee say the process to finalize a 2025 budget will be both "hard and painful" given the deficit they're facing.  Republican Brent Sheldon made the comments following Mayor Kim Ecklund's budget presentation Tuesday at City Hall.  The $43.3-million spending plan includes a nearly 8% tax levy increase to help plug the projected $2.5-million shortfall.  Sheldon says lawmakers not only have to deal with 2025... but, into the future as well... because the $1-million in ARPA funds won't be there after 2025.  The biggest concern... says Sheldon... is over previous errors and omissions that were made in the current year's budget that they had to start tackling late last year.  However... he says they also have to look beyond next year because the one-million dollars in ARPA money they're using will be gone by the end of 2025.  Ecklund is also proposing to use another $700,000 in undesignated fund balance to offset the tax increase.  Her budget proposes a $1.82 per $1,000 full value tax rate increase. 


Ecklund says don't blame previous council for missteps on 2024 budget...
The Jamestown City Council approved the troublesome, 2024 budget... after making a series of changes because a shortfall was already identified.  However... Mayor Ecklund felt they could eventually overcome the $2.5-million deficit.  She says even though council reviews and adopts a budget... they aren't in the trenches and have to rely on the administration to give it the best information possible.  She says the only place they are as well-informed about as the administration is on sales tax revenues.  However... Ecklund does acknowledge that they were aware that the sales tax numbers would be very close.  As of now... the projection is that line item will be short by about $500,000 at the end of the year.  In addition... Ecklund says the 2023 audit is being wrapped up... and, it appears that will be a "break-even" spending plan with very little to forward into the coming year.


Dennis Webster receives "Friend of Education" award from JPS...
More community recognition for retired WJTN Morning Man, Dennis Webster, at last Tuesday night's Jamestown School Board meeting.  He received the "Friend of Education" award from School Superintendent Kevin Whitaker to recognize him for his coverage and publicizing of Jamestown school events... and, achievements.  Dennis was thankful for being allowed to do that here at Media One, and James Broadcasting before that.  Dennis retired about two-months ago... and, was wondering what he would do once his radio career came to an end.  He says the Jamestown Public Schools were able to find something he could do... and, he is now assisting with development of a video on the 100th anniversary of the Jamestown High School Band and Acappella Choir.  You can view highlights of the presentation to Dennis on the Jamestown Public School's website... or Facebook Page.

Ecklund proposes $43.3-million, 2025 budget that increases taxes by more than 7%...
There is a more than 7% tax levy increase in the city of Jamestown's 2025 executive budget proposal by Mayor Kim Ecklund.  Ecklund laid out her $43.3-million spending plan at City Hall Tuesday afternoon... noting that it's to make up for a series of miscalculations... and, even omissions from the past one-year-plus.  Those have left a $2.5-million shortfall for 2024.  Ecklund sayd at least some of that will be made by for by using left-over American Rescue Plan Act funds... and, some undesignated fund balance.  She proposes using $1-million in ARPA funds... and, $700,000 from the undesignated fund balance.  She adds there are no lay-offs in her proposal.  Ecklund adds that the city and others in New York state were able to receive an additional $500,000 in state aid for next year.  However... she says sales tax revenues appear to be about $500.000 lower than projected.  Ecklund says even with some hard belt-tightening by all departments heads... there is will still be a $1.82 per $1,000 full value tax rate increase in 2025.  That's nearly a 7.8% increase.

City Council will begin publicly deliberating the 2025 budget plan a week from next Monday... because of the Columbus Day Holiday.  Mayor Ecklund and Council President Tony Dolce Monday night reviewed the calendar dates for budget reviews... the public hearing and final vote.  Dolce says the first review will be Monday night, Oct. 21 with most smaller departments, along with the city fire and police budgets.  Dolce says the sessions will be held prior to the work -- or voting sessions -- at about 6 p.m. those nights.  For the Oct. 28 work session... Dolce and Ecklund noted that the City Parks and Public Works Departments spending plans will be reviewed.  The third and final review would take place on Monday, Nov. 4, with the Department of Development, and the Fenton History Center that night.  The public hearing on the budget is set for Monday, Nov. 18... with a vote set for the following Monday, Nov. 25.  Dolce says that -- in addition to Columbus Day -- the city is also losing Monday, Nov. 11... which is Veteran's Day.


Two women arrested on drug and weapons charges during traffic stop...
Two women have been arrested on drug and weapons charges following a traffic stop on Jamestown's northside early Tuesday morning.  City police say they saw a gray, four-door sedan commit a traffic infraction on Lakeview Avenue shortly before 3 a.m., and, stopped the car.  Officers identified the driver as 34 year-old Heather Brown of Jamestown... and, the passenger was 36 year-old Ashlee Rell of Florida.  Police say they found Brown in possession of a quantity of Fentanyl packaged for sale... a quantity of methamphetamine... and a digital scale containing suspected drug residue.  Officers searched the vehicle... and, found Rell in possession of a switchblade knife... which is illegal to possess in New York state.  Both Rell and Brown taken into custody without incident.  Brown is charged with third, fourth and seventh-degree criminal possession of a controlled substance...and, criminal use of drug paraphernalia.  Rell is charged with fourth-degree criminal possession of a weapon... and, was released with an appearance ticket for city court... due to state bail reform.  Brown was held pending arraignment.


City man and dog found living in unsanitary conditions inside condemned home...
A Jamestown man has been arrested for allegedly living with his dog inside a condemned residence on the city's southside.  Jamestown police say officers responded to a report of subjects trespassing inside the home about 8:30 p.m. Monday... and, on arrival... found Nicholas Sicurella, Sr. inside.  Police took Sicurella into custody for third-degree criminal trespass.  While checking to see if there was anyone else in the building... officers say they noted an "overwhelming odor" of animal feces and urine throughout the home.  They also allegedly found a significant amount of feces and urine all through the home and insects crawling everywhere.  They says that was from Sicurella living there unlawfully for some time... and, allowing his dog to defecate all over.  Police say the odor from the house was strong enough that nearby neighbors complained of smelling it while at their own homes.  In addition to the trespass charge... they say Sicurella was also charged with a "Quality of Life Code" violation for the accumulation of animal feces and urine; creating unsanitary conditions.  He was issued appearance tickets for city court.


Jamestown man arrested for two domestic incidents this month...
A city man wanted in connection with an Oct. 5 domestic incident... has been arrested for another one in Jamestown late Tuesday morning.  City police say they were called to a southside address about 11 a.m. for an incident involving a female victim.  Their investigation found that 36-year-old Shawn Clutter had violated an order of protection to stay away from the woman... and, that Clutter had struck the victim the previous evening... causing bruising and swelling to her eye.  He was found at the scene... and, arrested for third-degree assault... second-degree criminal contempt... and, aggravated criminal contempt.  Police say Clutter was also arrested on the warrants for the Oct. 5 incident.  He was jailed pending arraignment.

Ecklund to present 2025 budget proposal later today...
Jamestown Mayor Kim Ecklund will release her proposed, 2025 budget plan this afternoon... but, it will remain a "work-in-progress" up until the deadline.  During last night's City Council work session... Ecklund announced that the spending plan will be unveiled in the police training room on the fourth-floor of City Hall at 4 p.m.  Leading into budget preparations... the city has been facing a nearly $3-million shortfall... and, she says it's "been a very tough budget, and I will be very clear on what we're facing."  Ecklund added "don't bank on any ARPA money."  The city was recently able to "claw-back" some unused American Rescue Plan Act funding... totaling just over $2-million.  Ecklund recently said that some that's left over could be used for "lost revenue."  She says she and City Comptroller Ericka Thomas will likely be crunching numbers right up until the presentation... and, she says they may take a little more of a risk with some of the projections.  The budget will likely be over $40-million... and, there will likely be little -- if any -- tax increase... given that the city is very close to it's constitutional taxing limit.  A final budget needs to be approved by City Council by Dec. 1.


City Council learns about nearly $3-million grant application to NYS to help rehab vacant rental units...
City lawmakers will vote later this month on applying for nearly $3-million from New York state's Home and Community Renewal Vacant Rental Improvement program.  That from City Council Housing Committee Chairman Bill Reynolds... who says the Department of Development filled out the necessary paperwork in "record time."  Reynolds says the amount requested was $2.913-million.  Development Director Crystal Surdyk praised her department staff... and city Grants Writter Paula Pichon... for geting the application submitted in about 3-months.  Surdyk told lawmakers that... in addition to approving the application... they should also vote to accept whatever funds are awarded to speed up the process.  The application is being submitted in partnership with Citizens Opportunity for Development and Equality... otherwise known at CODE, Incorporated.  


Single-car crash in town of Dayton sends one to the hospital...
One person was transported to Brooks Memorial Hospital following a one-vehicle crash Monday afternoon in the Town of Dayton.  First responders from Gowanda were called to assist Dayton Fire rescue crews shortly before 3:15 p.m., after a car crashed into a pole on Jolls Road.  NYSEG crews were called to repair the pole and downed lines.  Gowanda Fire officials say the crash shut down Jolls Road between Route 62 and Town Line Road... with the road being reopened about 8 p.m.  State Police are handling the investigation.


Borrello writes letter to Hochul asking what to do in wake of several school district's electric bus propositions being rejected...
The recent rejection of a proposal for a school district in Chautauqua County to purchase an electric bus has prompted a local state lawmaker to ask how New York plans to address public resistance that schools are encountering.  State Senator George Borrello has penned a letter to Governor Kathy Hochul, which comes after voters in the Bemus Point Central School District rejected the proposal in early September.  Borrello is urging Hochul to clarify those plans because there is no guidance.  In the letter, Borrello says this has put the Bemus Point district in a difficult position.  The Sunset Bay Republican cited a letter he got from Superintendent Joseph Reyda, who stated that district voters did not "support the political process that put this mandate in place," plus his concern about future voter approvals needed to comply with the state's electric school bus mandate.  Borrello continues to urge Hochul to "pump the brakes" on the mandate and says a pilot study needs to be done before money is spent on electric buses.


Gillibrand remembers those killed, or kidnapped on one-year anniversary attacks on October 7...
New York's junior U.S. Senator is honoring the Israelies and Americans who killed... or kidnapped... on Monday's one-year anniversary of the Oct. 7 attack on Israel by Hamas terrorists.  Democrat Kirsten Gillibrand says -- "today is an incredibly sad and somber day as we remember the 1,200 innocent people who were brutally murdered a year ago in the Oct. 7 attack.  These were grandparents, parents, children, and infants.  They were young people at a concert, families building their lives, and advocates working for peace.  My heart and prayers are with their families and friends.  May their memories be a blessing."  She adds that "we must also remember that there are around 100 hostages still being held by Hamas, including a number of Americans."  Gillibrand pledged to "not rest" until they're all back home.


Tractor-trailer gets hung up on railroad tracks in Westfield Sunday afternoon...
There were some anxious moments for the driver of a tractor-trailer Sunday afternoon when his big-rig got stuck on railroad tracks in the town of Westfield.  Both Westfield Police and Westfield Fire crews responded to the Norfolk-Southern crossing on Walker Road about 2 p.m. after the truck went off the pavement while attempting to back across the tracks... and make a turn.  Westfield Fire officials say all rail traffic was stopped, and the tractor-trailer was removed without any damage to it -- or the tracks.  Crews were on scene for approximately 2 1/2 hours.

Chautauqua County and Army Corps official sign agreement for Chautauqua Lake Aquatic Ecosystem Restoration Feasibility Study...
Chautauqua County, and federal officials were on hand in Mayville Monday morning to sign the new Chautauqua Lake Aquatic Ecosystem Restoration Feasibility Study.  The multi-year study will be conducted by the U.S. Army Corps of Engineers... and, address the aquatic issues that impair the lake’s ecosystem.  Colonel Nick Melin with the Army Corps' Pittsburgh Office says they're excited to get started... adding they will develop a solution to keep "Chautauqua Lake beautiful and usable" for decades to come.  County leaders say the study will examine potential measures to restore aquatic ecosystems and riparian habitats, and improve recreational opportunities while decreasing flood and public-health risks.  The study was initally authorized in 2018... and, recently received $500,000 in federal funding through the efforts of local Congresman Nick Langworthy... which he says will "give us the answers and identify what we need to do to get Chautauqua Lake back on track."  County Executive P.J. Wendel... and Legislature Chairman Pierre Chagnon were also on hand for the signing ceremony... which took place at the Mayville Depot Museum... with Chautauqua Lake in the background.


Kitchen fire on Sturges St. in Jamestown under investigation...
Working smoke detectors are being credited with preventing serious injuries or damage to a home on Jamestown's northside early Saturday morning.  City Fire Battalion Chief Ryan Rousch says crews were called to 33 Sturges St. shortly before 1:30 a.m. and found fire coming through a first-floor window.  Firefighters were able to get the blaze under control quickly... and, rescued four cats inside.  Rousch says an off-duty shift of six firefighters was called into assist... and, two residents were safe outside when they arrived.  Crews were at the scene until just after 5 a.m.  No one was hurt... and the cause remains under investigation.


Woman accused of faking gunshot incident on Jamestown's eastside...
A woman who allegedly called in a phony report of a female gunshot victim on Jamestown's eastside last Friday night has been arrested for falsely reporting an incident.  City police say they were called to the location shortly before 8 p.m. for a report of a woman being shot in the head by an unknown assailant.  On arrival... officers say the caller... 58 year-old Lilly James... pointed police to a house up the road from her location.  While speaking with James... she allegedly said that she had received the information about the victim from a third party.  Futher investigation determined that James had fabricated the entire incident.  She was arrested on one count of third-degree falsely reporting an incident.


Clymer woman arrested on drug possession charges following traffic stop in Jamestown...
A woman from Clymer has been arrested following a traffic stop in Jamestown last Saturday night... and, she was allegedly found with three controlled substances in her possession.  City police say they stopped 55 year-old Latrisha McCarty in the 100 block of Liberty Street -- near Falconer Street -- shortly after 8 p.m.  Officers say they found McCarty in possession of a quantity of methamphetamine... and two different kinds of controlled pills she didn't have a prescription for.  The incident marks the third time this year that she was found in the area of Liberty Street... and, in possession of meth.  McCarty was arrested and taken to the city jail on three counts of seventh-degree criminal possession of a Controlled Substance.  Due to failure to appear for previous court dates... she was jailed pending arraignment.


Wendel pleased with legislature appointment of Dickey...
The newest member of the Chautauqua County Legislature is getting a baptism under fire with ongoing budget work underway.  The appointment of Republican Tamara Dickey to fill the open District 11 seat was approved at the regular legislature meeting on Sept. 25.  County Executive P.J. Wendel says Dickey brings a high-level of knowledge and enthusiasm to the position... and, he's excited about her health care management experience that may help in dealing with a shortfall in the county's Fly Car program.  Wendel says Dickey is replacing previous District 11 Republican Dave Wilfong on the Audit and Control Committee... which has wrapped up initial budget deliberations.  Wendel says she's been involved in new employee orientation... but, adds she's also getting up to speed on financial matters.  Dickey is a former member of the Jamestown City Council... and, has been involved in health care management for many years.  Wendel made his comments for last weekend's Community Spotlight program on the six Media One Radio Group stations.


City man known to police has to be tasered after being sought on multiple arrest warrants...
A Jamestown man known to police has been arrested on several warrants after he allegeldy resisted arrest... and had to be tased by city police.  Jamesotwn police say officers were patrolling in the Brooklyn Square area shortly after 7 a.m. last Saturday... when they noticed 29-year-old Robbie Stearns walking in the area.  Police were aware that Stearns had active warrants for his arrest for seventh-degree criminal possession of a controlled substance... Felony tampering with physical evidence... and, numerous other bench warrants for failing to appear on previous charges.  When officers tried to arrest Stearns... he was non-compliant and resisted arrest.  After a brief struggle... police deployed a taser... and, Stearns was taken into custody.  He's charged with resisting arrest... and, is being held pending arraignment.

Five arrested in north county drug raids...
Five people are charged following two, simultaneous drug raids on apartments in the village of Silver Creek... and town of Sheridan early Wednesday morning.  Sheriff's Department Narcotics Investigators were joined by Dunkirk and Jamestown police in executing a search warrant at an upper apartment at 6 Jaekle Avenue in Silver Creek... and, at the same time... narcotics investigators along with the Cattaraugus County SRT raided an apartment on Route 20 in Sheridan.  Investigators say they seized 11.1 grams of fentanyl, 8.5 grams of methamphetamine, a quantity of prescription pills, scales and packaging materials... a shotgun and $770 in cash.  Police arrested 31 year-old James Hurley, Junior... and, 28 year-old Marissa Moquin at the Silver Creek apartment.  At the Route 20 address... 42 year-old Justin Schuk and 45 year-old Jodi Messere were both arrested fon drug and weapons possession charges.  A third person found at the Route 20 location... 36 year-old Arlene Rivera faces drug-related charges. 


City man gets 6 1/2 years in federal prison in drug trafficking case...
A Jamestown man has been sentenced to six-and-a-half years in federal prison for his conviction on one count of conspiring to possess... with intent to distribute... and distributing 50 grams or more of methamphetamine.  U.S. Attorney Trini Ross Friday announced that 28 year-old Tyler Tedesco received the 78-month sentence from U.S. District Court Judge Richard Arcara.  Prosecutors say Tedesco was a drug trafficking associate of co-defendant Rocco Beardsley... who led a drug trafficking organization in the Jamestown area.  Tedesco was found to have sold large amounts of meth, heroin, and fentanyl for profit, collected drug money, stored drugs and profits, and coordinated with co-conspirators to sell methamphetamine and heroin.  Rocco Beardsley was previously convicted and is awaiting sentencing.


JBC donates mansion, adjacent building to St. Susan's Center and UCAN Mission...
Jamestown Business College will close it's doors next March.  However... a new chapter in it's historic facilities will then begin as two non-profit agencies move in.  Past College President David Conklin announced Thursday that they are donating their mansion and adjacent building as a new location for the St. Susan's Center... and, the UCAN City Mission for a new woman-and children's shelter.  Conklin says... after roadblocks to selling the facility cropped up... he and his family agreed to go the donation route.  The St. Susan's Soup Kitchen has been located in the Gateway Center on Water Street for nearly two decades.  But... due to maintenance issues at the former factory building... Director Cheri Rowland -- who is a JBC graduate -- says they began looking for a new location... and, the adjacent building has the kind of lay-out they need.  St. Susan's will be in the upper floor of the adjacent building... while the United Christian Advocacy Network -- or UCAN -- will set up the new shelter in the former mansion.  UCAN Board President Sharon Hamilton says the men's shelter will remain on First Street in Jamestown.  She expressed their appreciation to Conklin and the college.  Hamilton says they're hoping to create at least seven units to house women and children inside the mansion.  Conklin adds that "the decision to donate the building to these incredible organizations ensures that JBC’s impact on Jamestown will continue for generations."


Langworthy talks tourism, and drawing people to Chautauqua County during CHQ Chamber presentation...
Harnessing and improving experiences on Lake Erie and Chautauqua Lake is "where our fortune lies."  That was one of the key messages from Congressman Nick Langworthy... who was Thursday's featured speaker at the CHQ Chamber's Congressional Luncheon at Shorewood Country Club in Dunkirk.  Langworthy says multiple levels of government working together to improve those lakes will help attract people to Chautauqua County and boost the county's tourism economy.  Langworthy provided an example of such cooperation... that being the U.S. Army Corps of Engineers' recent dredging of Barcelona Harbor.  The Buffalo-area Republican says getting the attention of the Army Corps moved the dredging a couple of months ahead of schedule, helping save the tourism season for local businesses.

City police arrest fugitive on warrants, and drug possession following traffic stop and pursuit...

Rochester man sentenced for illegal gun possession in town of Portland...
A Rochester man arrested during a traffic stop in the town of Portland for illegal possession a gun will spend five years in state prison.  Chautauqua County District Attorney Jason Schmidt has announced that 33 year-old Dan Crisoptimo-Baez was also sentenced Monday to five years of post-release supervision after being convicted of second-degree attempted criminal possession of a weapon... a Class D Felony.  Last March, State Police conducted a traffic stop of Baez’s vehicle... and, located a loaded 9-millimeter pistol.  Baez was arrested fro second-degree criminal possession of a weapon... but, in July.. he pled guilty to the lesser charge.  He was sentenced as a predicate felon for having more than one felony conviction within 10 years.  He was also out on state Parole at the time of the incident.


Dunkirk Councilman at Large, Weiser, calls budget proposal "not viable..." calls for changes...
The proposed 108% tax rate increase in Dunkirk Mayor Kate Wdowiasz's 2025 city budget is "simply not viable."  Those are the feelings of Councilman at Large Nick Weiser, who spoke on the proposed $29.15-million spending plan during Tuesday's Common Council meeting.  Weiser believes the city needs to take a more balanced and multi-faceted approach, and offered three suggestions for consideration.  One is to appeal to Governor Kathy Hochul's Office to reinstate mitigation funding that ended earlier this year to help with loss of the NRG power plant.  The second is making sure all debts owed to the city are collected.  He says a recent audit shows that some of their receivables "not collected" are significant in size.  Weiser's third suggestion is aligning the city's workforce with its population size, noting that Dunkirk's current population is down from its peak of over 18,000 in the 1960s.  He says dates for budget hearings will be scheduled within the next couple of days.  A final budget is due by Dec. 15.


Jane Babinsky named as new Exec. Dir. for Humane Society...
There's a new executive director at the Chautauqua County Humane Society... but, she's not new to the non-profit community in the Jamestown-area.  The Humane Society today announced the appointment of Jane Babinsky... who most recently had headed up the Fenton History Center.  Spokesman Brian Papalia says Babinsky takes over at a "pivotal moment" in the organization’s nearly 120-year history.  He says Babinsky is a seasoned leader with experience in animal behavior and training.  Her appointment follows a rigorous national search led by the society's board of directors.  Board President Shauna Anderson says Babinsky brings a wealth of experience to the position... having held leadership roles in hospitals and nursing care facilities as well as 10 years leading museums in Ohio and Western New York.  Her resume also includes 11 years as a veterinary assistant, over 20 years as a consultant for pet therapy programs and owner of a dog daycare, training, grooming and retail business in Ohio.  Anderson says they are "thrilled to have found someone of Jane's caliber for our next Executive Director."


Bargatze named to Comedy Center Advisory Board... 
One of the top comedians on the circuit has joined the National Comedy Center's Advisory Board of Directors.  Center Executive Director Journey Gunderson says Nate Bargatze... who's been breaking records and selling out shows worldwide... will help to guide "the center’s non-profit mission to present the vital story of comedy, providing education on the comedic arts in the form of contextualization of its bodies of work and preserving its heritage for future generations."  Gunderson says Bargatze’s addition to the advisory board follows the 2022 addition of Amy Poehler, who was welcomed to the board by Pete Docter following the passings of founding advisory board members George Shapiro and Carl Reiner."


Dickey family donates new park bench for Jackson-Taylor Park...
A long-time Jamestown couple who were very involved with the local community have been honored with a new memorial bench at the city's Jackson-Taylor Park.  The family of Earline and George Dickey officially donated the bench to the city during a ceremony Tuesday at the park.  Two people spoke on behalf of the family during this week's City Council meeting.  One was new County Legislator, Tamara Dickey... and the other was one of the three Dickey brothers, Bob.  George Dickey was a well-known carpenter in the area... who constructed items for many homes in the city... while his wife, Earline, was a schoolteacher who championed literacy.

Jamestown man arrested after young children found living in deplorable conditions, and for drug possession...
A city man has been arrested for allegedly being found in possession of drugs... and, having two young children living in deplorable conditions on Jamestown's westside.  City police were called to the scene about 7:30 a.m. Tuesday on a report of a disorderly person.  Officers made contact with 25 year-old Austin Wynn when they arrived... and, he said there was no disturbance.  However... police noticed the condition of the home... and, saw a 4 year-old and 1 year-old sleeping on a mattress that was covered with garbage and insects.  Police add there was no food in the home... and, there was drug paraphernalia strewn all around the apartment.  They contacted the city's Department of Development... which later determined the apartment was not safe to be inhabited.  Wynn was arrested on two counts of endangering the welfare of a child... and, an additional charge of seventh-degree criminal possession of a controlled substance after he was found in possession of methamphetamine.  He was jailed pending arraignment... and, the children were turned over to Child Protective Services.


Pair from Sinclairville arrested in Warren Co. following car chase and crash...
Two Sinclairville residents face a slew of charges following a car chase that went from Chautauqua County into Warren County, Pennsylvania last Saturday night... and, ended with the suspect vehicle crashing.  State Police in Warren confirm the incident... which was reported on Route 62 near North Warren shortly before 7 p.m.  Troopers say the chase originated after a traffic stop in Chautauqua County... where the driver -- 45 year-old Nathan Klein -- allegedly assaulted a sheriff's officer.  Klein then fled into the Warren area... and, State Police spotted Klein's sports utility vehicle near the North Warren Walmart.  They tried to stop the SUV... but, Klein would not stop after driving into the store's parking lot.  He then drove over the median and back onto Route 62... and sped north -- at times reaching 90 mph.  A trooper tried to pull in front of the vehicle... but, Klein swerved and the SUV crashed.  Both Klein and his front seat passenger... 29 year-old Rebekah Klein... became combative with police... and, stun guns had to be used on both.  None of the three children in the car... ages 6, 4 and 1... were in child safety seats and were injured.  A portion of Route 62 was closed for several hours after the crash.  Nathan Klein faces 26 charges... and 14 traffic violations.  Rebekah Klein faces 17 counts.  Both were arraigned... and, Nathan Klein is jailed on $200,000 cash bail... while Rebekah is jailed on $150,000.


Jackson center hosts Special Naturalization Ceremony Tuesday for new citizens...
There are 50 more American citizens in Jamestown and the surrounding area after they took their Oath of Alligiance... and, were sworn-in during a special ceremony Tuesday morning.  The joyous and emotional program was held before a full house at the Robert H. Jackson Center's Cappa Theater.  Jackson Center Executive Director Kristen McMahon says they were able to host it because the Smthsonian's Traveling Exhibit is there as part of "Constitution Day" activities.  McMahon they then contacted federal court officials... who made it happen.  She says the new citizen's come from 27 countries... including Ireland, China, Vietnam, and Iran.  McMahon says she gave some opening remarks... then an Eighth-Judicial Court Judge presided over the proceedings with an official from Immigration and naturalization services.  She says there were other local groups involved... including the Daughers of the American Revolution... and, the New Neighbhors Coalition.  McMahon adds that a group of visiting students from Dunkirk High School also took part in the ceremony... and, they got to tour the center.   She adds this is the first time the Jackson Center has been involved in such a program.  This may have also been the largest number of new citizen's being sworn-in ever in the Jamestown-area.


Sanchez pleads guilty in drug trafficking case...
A Jamestown man has admitted to being part of a narcotics conspiracy in the city involved in the trafficking of heroin and fentanyl.  U.S. Attorney Trini Ross has announced that 55 yerar-old Roberto Sanchez pled guilty in U.S. District Court in Buffalo to narcotics conspiracy involving one-kilogram or more of heroin... and, 400 grams or more of fentanyl.  Prosecutors say that Sanchez bought and sold heroin and fentanyl for profit... and, he supplied co-conspirators Ryan Bloom and Rachelle Allison with heroin and fentanyl for distribution.  With Sanchez's help... they say Bloom and Allison used a Fairview Avenue residence to conduct their drug trafficking activities.  Sanchez also used his own home on Willis Street for drug trafficking purposes... and, had a revolver for protection.  Jamestown police later raided Sanchez's home... and, executed a search warrant on his vehicle.... and, recovered more than $24,000 in cash, the loaded revolver, and ammunition.


Corwin named as interim OFAS Director...
Chautauqua County Executive P.J. Wendel has appointed Dana Corwin as Interim Director of the county's Office for Aging Services. Corwin takes the helm following the retirement of longtime director Dr. Mary Ann Spanos.  Wendel says Corwin has a deep knowledge of health care and has been an advocate for the aging community with the OFAS for about 16 years... and, has been deputy director in recent times.  Dr. Spanos retired in September after more than 17 years with the Office for Aging Services.

City man arrested after two kids found living in deplorable conditions...
A Jamestown man has been arrested for allegedly being found in possession of drugs... and, having two young children living in deplorable conditions.  City police say they were called to a westside home about 7:30 a.m. Tuesday on a report of a disorderly person.  Officers made contact with 25 year-old Austin Wynn when they arrived... and, he said there was no disturbance.  However... police noticed the condition of the home... and, saw a 4 year-old and 1 year-old sleeping on a mattress that was covered with garbage and insects.  Police add there was no food in the home... and, there was drug paraphernalia strewn all around the apartment.  They contacted the Department of Development... which later determined the apartment was not safe to be inhabited... especially by children.  Wynn was arrested on two counts of endangering the welfare of a child... and, an additional charge of seventh-degree criminal possession of a controlled substance after he was found with methamphetamine in his possession.  He was jailed pending arraignment... and, the children were turned over to Child Protective Services.


Two men sentenced on weapons and drug charges each get 5 years in state prison...
A homeless man who was living at the UCAN City Mission in Jamestown will spend five years in prison after he was found in possession of a loaded pistol while staying there.  Chautauqua County District Attorney Jason Schmidt says 38 year-old Max Thompson received the sentence... along with five-years of post-release supervision... from County Court Judge David Foley for second-degree attempted criminal possession of a weapon.  Jamestown police arrested Thompson in November of last year after he allegedly damaged property at the mission... and, made threats to employees.  Following the arrest... officers found him in possession of the handgun.  Thompson was charged initially with second-degree criminal possession of a weapon... but, later pled to the lesser charge... and, was also sentenced as a predicate Felon.  Schmidt thanked city police for their hard work on the case... which was prosecuted by First Assistant D.A. Andrew Molitor.

A Forestville man will spend five-years in state prison... and, two-years post-release supervision... after being convicted of two Felony drug charges.  D.A. Schmidt says 29 year-old Tyler Davis received the determinate term from Judge Foley to a for two counts of third-degree criminal sale of a controlled substance.  Last November... Davis was arrested following an investigation by State Police... and, an indictment by the County Grand Jury.  He was originally charged with second-degree criminal sale of a controlled substance... but, pled to the lesser charges earlier this year.  Schmidt thanked State Police for their work on the case... which was prosecuted by Assistant D.A. Erik Bentley.


City man arrested for harassment in Falconer...
A Jamestown man faces a harassment charge after allegedly hitting another man in the face several times during an altercation at a Falconer business.  Ellicott Town Police were called to the scene last Tuesday for the dispute... and, found 49 year-old Rudy Tatis-Lopez a short distance away from the scene.  Officers arrested Tatis-Lopez for second-degree harassment, and he was issued an appearancet ticket for Ellicott Town Court at a later date.


City Council approves funding to retrofit JPD Firing Range at City Hall...
The Jamestown City Council has approved using $385,000 in American Rescue Plan funding to building a new, city police firing range.  The measure was approved unanimously at last night's voting session... and, Police Chief Tim Jackson was pleased with the decision to retrofit the range... which he says is "long overdue."  He says after 50 or more years of no updates... it "definately needs it."  The work will be performed by Action Target of Provo, Utah.  At-Large City Councilman Jeff Russell... a retired JPD officer... was also pleased with the move... adding a new range will help better train current and new officers.  Chief Jackson says the project will take some time to be completed.  He says Action Target needs to come in to get a look at what's there first.  The range is in the basement of Jamestown City Hall... and, is the only indoor police firing range in Chautauqua County.  Jackson says several local department and officers will rent out the space to practice.  


Grand Opening and ribbon cutting held for "Lifted" dispensary on North Main St....
The Greater Jamestown area's first cannabis dispensary has been open for one month... but, the ribbon was officially cut on "Lifted" on North Main Street.  The CHQ Chamber was on hand to host the ribbon cutting for the store... which is operated by Tim Scoma.  Scoma took time out to meet with local leaders and others on a day he also prepares his weekly reports to the state Office of Cannabis Management.  He says it's fun to have all the local dignitaries on hand, and involved.  Scoma says they do have pretty all their product lines in place... including water infused with cannabis... along with gummies... powder... and pre-rolled cannabis.  He says that "Lifted" has four employees... including himself.  The other three are all "bud tenders" for the business.  "Lifted" is located in the former Patient's Pharmacy location on North Main Street... between Third and Fourth Streets.  Tim Scoma says they're open from 10 a.m. to 8 p.m. Mondays through Thursdays... 10 a.m. to 10 p.m. on Fridays and Saturdays... and, Sunday's from Noon to 5 p.m.
