Molitor weighs in on the "good, bad and ugly" of Gov. Kathy Hochul's proposed budget...
Chautauqua County's new representative in the New York State Assembly has mixed reviews of Governor Kathy Hochul's 2025-26 budget proposal.  However... Westfield Republican Andrew Molitor says the $252-billion spending plan increases spending by too much... and, still leaves too much of a burden on local property taxpayers because of unfunded mandates.  He says several local communities are looking at signficant increases... or just trying to hold down increases... due to more costs passed down from Albany.  Hochul estimates the state has a $5-billion surplus heading into the new budget year.  Molitor says he does like Hochul's three-part plan to lower the burden on middle class income earners.  Her proposal cuts the middle class tax rate... provides inflation rebate checks for individuals and families respectively... and, expands the child tax credit.
----

Hochul is also proposing changes to the state's discovery law... which was changed at the same time as bail reform a few years ago.  Molitor says he needs to review that part of the budget more... but, at first blush... he feels closing it's loopholes is important because it's made life too easy for defense lawyers to obtain a mistrial.  Molitor is able to speak to that proposal as a former First Assistant District Attorney in Chautauqua County through last year.

Borrello says Hochul's budget proposal is "unsustainable..."
If there's one word a state lawmaker from Chautauqua County is using to sum up Governor Kathy Hochul's 2025-2026 budget proposal for New York, it's "unsustainable."  Senator George Borrello is criticizing Hochul for adding $19-billion in spending while the state faces multi-billion-dollar budget gaps in future years.  The Sunset Bay Republican says her $252-billion dollar spending plan does nothing to address waste, fraud and abuse in state government -- including Medicaid.  He says that's been confirmed by the state Comptroller's Office.  Borrello also believes that Hochul is going in the wrong direction on the affordability issue, which she heavily focused on in her State of the State message.  He says the inflation rebate checks are little more than a one-shot gimmick.  Borrello says he believes taxpayers will end up paying more taxes and fees in order to fund the budget.
-----

Meanwhile, he says there are also several "bright spots" in the spending plan.  Borrello says one of them is her investment in health care, in particular a partnership involving Kaleida Health and three area hospitals, including Brooks-TLC... and, adds this is what state government "should be doing."  Borrello also backs her proposal to expand criteria for involuntary commitment and strengthening Kendra's Law, which is something he has supported since 2022.

County lawmakers Wednesday night also approved a resolution to have the county push ahead with efforts to bring back commercial air service to the Jamestown Airport.  Jamestown Democrat Fred Larson helped to craft the measure... which he says is similar to a resolution from 1990 that kicked off the effort to complete Interstate 86 as a four-lane highway from Stow to the state line near Erie, Pa... and, put a "flag in the ground" saying that we want to get commercial air service back for economic development, and support Chautauqua Institution and other attractions like the National Comedy Center.  Commercial air service left the Jamestown Airport in 2018 after the carrier at the time saw ridership drop... and consequently... a growing number of flights from the airport were cancelled.  With that... the county airport lost it's Essential Air Service designation -- and the funding for it -- from the federal government.

Hochul proposes $252-biillion, 2025-26 budget that increases spending by more than 3%...
Governor Kathy Hochul says her budget for the 2025-2026 fiscal year is "laser-focused" on putting money back in New Yorkers' pockets.  Hochul unveiled her spending proposal Tuesday afternoon at the State Capitol in Albany.  Her budget totals $252-billion... which increases spending by 3.6% over the current year's spending plan... but contains no new income tax increases.  Hochul says three forms of tax relief will give New Yorkers $5 billion back.  She says there will be a $1-billion in middle class tax cuts, there will also be her promised $300 and $500 Inflation rebate checks, and tripling the state's Child Tax Credit.  Hochul says the budget also commits $760.5-million for designated Pro-Housing Communities.  She says the spending plan also contains $370-million for gun violence prevention programs.  Other highlights of the budget include new legislation to streamline the discovery process and make changes to involuntary commitment and Kendra's Law, $1-billion to accelerate the state's transition to clean energy, and mandatory restrictions on students' electronic devices in K-12 classrooms.  Legislature budget hearings are now underway, and a final budget needs to be adopted by Apr. 1.

Borrello blasts Hochul's budget plan for adding $19-billion in spending...
The governor's spending plan is drawing the ire of Republicans in the state legislature.  Local State Senator George Borrello says the budget includes "a staggering and deeply troubling escalation of spending at a time when New York cannot afford it.  The unchecked growth in spending is not only reckless, but it is the driver of the high cost of living that is pushing out residents and jobs."  Borrello adds that the state is still "staring down major multi-billion-dollar budget gaps in future years... underscoring the structural fiscal issues we are failing to address."  The Sunset Bay Republican adds that the "heart of the problem is Medicaid, where spending continues to skyrocket with no meaningful plan from the Governor to rein it in — even as she herself has called the current trajectory ‘unsustainable.’  New York’s Medicaid program has long been known as the ‘Cadillac’ of state Medicaid programs because it is the most expansive and costly -- even outpacing California’s program.

Borrello says Hochul did address some issues directly interest to New Yorkers during State of State Address, but, adds there were also "glaring omissions..."
A state lawmaker from Chautauqua County says while Governor Kathy Hochul did touch on important issues facing New Yorkers in her State of the State Address, there were some "glaring omissions."  Senator George Borrello says he was encouraged that Hochul focused on the issue of affordability in her nearly hour-long speech on Tuesday, but she did not address rising costs in other areas... and if she did she called for "one-shot" deals, such as inflation refund checks of $300 for individuals, and $500 for families.  Borrello... a Sunset Bay Republican... adds that some of the "glaring omissions" included the issues of crime and the migrant crisis.  He says there was no discussion about the issues with bail reform.
-----

Meanwhile, Borrello says one area he and Hochul agree with is the issue of mental health, specifically, expanding criteria for involuntary commitment and strengthening Kendra's Law.  He believes the question there is whether Hochul has the "political will" to push those proposals through.  Borrello says there are "far-left advocates who says we can't do these things violate their civil rights.  However... he says they don't mention those who walk the streets and commit acts of violence.  Borrello says "we'll see if these ideas are more than just talk" when Hochul releases her 2025-2026 budget later this month.

Gillibrand remains optimistic about ceasefire-hostage release deal between Israel and Hama -- even with snag in approval...

Democrat Kirsten Gillibrand said she knew that the Kinest was to vote today on the proposal brokered by the United States and other Arab nations.  Gillibrand says there are some "very conservative" hard-line members of Israeli Prime Minister Benjamin Netanyahu's cabinet that are resisting.  It's hoped now the deal will be acted on sometime Friday.  Netanyahu’s office says his cabinet wouldn't meet Thursday to approve the agreement for a ceasefire in the Gaza Strip and the release of dozens of hostages until Hamas backs down.  He accused the group of reneging on parts of the agreement in an attempt to gain further concessions.  Late Wednesday... Gillibrand said she's -- "incredibly grateful for the Biden administration’s tireless pursuit of such a deal and the collaborative and bipartisan approach the Biden administration brought to these final negotiations."  However... she cautioned that the deal is only in its early stages, and Congress, the incoming Trump administration, and our allies and partners must monitor and ensure that the agreement is fulfilled "in its entirety."

Hochul touts "kitchen table" issues in her State of the State Address...
Democratic New York Governor Kathy Hochul pitched voters on a series of populist economic policies — floating proposals to hand out free money, slash taxes and fight hedge funds — in her annual State of the State Address.  There were mainly two "kitchen table issues" that damaged Democrats in November -- safety and affordability.  Hochul sought to recalibrate after a bruising 2024 election for her party... outlining measures to address middle class concerns that helped President-elect Donald Trump win the White House.  Hochul presented her so-called "Affordability Agenda..." which includes a middle class tax cut.  Among other things... Hochul proposed a middle class tax cut she says will provide tax relief for 8.3-million New Yorkers who earn less thatn $323,000 a year.  She also proposed using "surplus sales tax" revenues to pay for inflation relief checks of $300 for individuals, and $500 for families.  Hochul also said she would move to combat fears over crime, expand mental health treatment services and work to strengthen security in the New York City subway system with plans to install barriers on train platforms and stronger lighting in stations.  However... there was no mention of changes to the state's Bail Reform Law.  The address also comes as an opening salvo in Hochul's likely re-election bid next year, where she is expected to face a serious Democratic primary challenge and a contested general election that is already drawing notable contenders.  Her proposals are expected to be detailed in her 2025-26 budget proposal... which will be presented shortly.

Borrello likes some of what Hochul said in her State of State Address; but, is concerned about others...
While touching on some important topics in her State of the State message... like affordability and mental health... a local state lawmakers says Gov. Hochul's proposals raise more questions than answers.  State Senator George Borrello adds there were also some glaring omissions that can’t be ignored.  Borrello says it's "encouraging to see some focus on affordability, but these proposals fall flat without addressing rising costs in other areas.  Middle-class tax cuts, inflation refund checks, and an expanded Child Tax Credit may sound promising... but, they will mean little to families already burdened by skyrocketing expenses."  He adds that continuing to push Climate Act mandates could cost New York taxpayers hundreds of billions of dollars and raise utility bills by as much as 64%.  Small businesses in New York are being crushed by costly regulations which are ultimately passed onto consumers.  Borrello adds Hochul did not address ending New York’s reckless sanctuary status or cooperating with federal authorities to deport those accused or convicted of crimes.  The Sunset Bay Republican says most New Yorkers support these changes and ignoring them puts public safety at risk and leaves us at odds with federal law.

Larson urges fellow legislators to work in 2025 to get EAS designation restored to Jamestown Airport...

Wendel spoke at the end of the meeting... and, welcomed leadership newcomers Jamie Gustafson and Tom Nelson.  Wendel feels it will be a "stellar year..." though there will be disagreement at times.  Jamie Gustafson is a Lakewood-area Republican... and will serve as Majority Leader in the new year... and, Assistant Leader will be Lisa Vanstrom from the town of Ellicott.  It's the first time in recent memory that two women have held leadership positions for one of the two major parties.  Dunkirk Democrat Bob Bankowski will again be Minority Leader... while Jamestown's Tom Nelson will be Assistant Minority Leader.

It was a special day Tuesday for all of us here at WJTN and the Media One Radio Group.  It was 100 years ago that station founder, Archie Newton, did his first broadcast from the Grand Opening of the Hotel Jamestown building.  The hotel recently celebrated it's centennial.  Our Dennis Webster is doing a series of vignettes about our 100th anniversary.  He says Newton was born in Jamestown in 1895... and was a Seregeant in the U-S Army's Radio Corps in World War-One.  Newton brought that expertise back to Jamestown... and, began testing his radio operation in early 1924.  Dennis says the "heart of the station" was located inside his home in the 800 block of North Main Street.  Archie Newton received his permanent license on Dec. 27 of 1924.  A few years later... he would sell the station... then with the call letters WOCL.  The station's call letters were changed to WJTN in 1936.
